KEY TRENDS AND PROSPECTS FOR THE DEVELOPMENT OF THE WORLD MARKET OF DIESEL FUEL: USING THE EXAMPLE OF THE PEOPLE`S REPUBLIC OF CHINA

China is now actively going through modernization of the refining industry and the increasing of crude oil imports. In turn, China`s refineries increased production of diesel fuel, which is mainly sold on the local market, but since the surplus is growing, then it is sent for export that is a negative factor for the Russian diesel fuel.

THE ROLE OF UNIVERSITIES IN THE FORMATION OF VALUE-COMPETENCE CODES OF ECONOMIC DEVELOPMENT IN THE REGION

Currently, there are different approaches to solve the problems of economic development of Russian regions. The authors propose an approach to the economic development of the region through its “genetic” codes, and it means the system of hereditary records of the territory, which determines the specifics and features of social and economic development. The codes determine the role of universities in the transformation of the regional heritage in order to ensure the industrial genesis of regions and offer some recommendations to improve the value-competence activity of universities.

A COMPONENT COMPOSITION OF TOURIST CAPACITY OF THE NORTH-WEST FEDERAL DISTRICT

The article illustrates the author`s technique for determining the development level of tourist capacity of territories. The specific nature of the methodology is to determine the integral characteristic of tourist capacity on the basis of such criteria as the overall image of the tourist region, the development level of the tourist infrastructure, the labor potential of tourism, transport accessibility and environmental advantages of the territory, the tourist`s economic interest to the region, the tourist`s comfort and safety, competitive, institutional and innovative components of the tourism sector. The author carries out the expert evaluation of tourist capacity using these components. The methodology developed and approved by the author on the materials of the North-West Federal District makes it possible to identify areas with the highest level of tourist potential, identify problem areas that hamper tourism activities, and determine the directions for the development of tourism.

THE INNOVATIVE DIRECTION OF THE BUSINESS SECTOR IN THE RUSSIAN FEDERATION

The article illustrates the dynamics of innovative entrepreneurship in the Russian Federation, the structure of organizations performing scientific research and development by sectors of activity, by types of organizations, and sets conclusions about the vector of their functioning. The problematic aspect of the functioning of knowledge-intensive enterprises is the reduction of the innovation activity in the business sector in conjunction with the strengthening of the state and university sectors of science, thereby increasing the importance of state support for private enterprises.

STRATEGIC MANAGEMENT INSTRUMENTS OF INNOVATIVE PROJECTS AT ROCKET AND SPACE ENTERPRISES

The article illustrates the concept of the innovative development program of the integrated corporate structure, the main principles of which are the principle of ensuring the reproduction of innovative capacity, the principle of ensuring financial stability of the integrated corporate structure in general and its subjects, the principle of ensuring the balance of the innovative development program of this structure and the principle of increasing the budget efficiency of state support for the innovative development of the rocket and space industry. The authors represent a methodology to form the portfolio of innovative projects of the integrated corporate structure that determines the sequence and content of actions and organizational arrangements for the formation of the portfolio of innovative projects of such a structure in the rocket and space industry. The authors suggest their criterion to form the portfolio of innovation projects for the commercialization of innovative capacity.

METHODS OF CONSTRUCTIVE SYSTEM FORECAST-ANALYTICAL ESTIMATION OF THE EFFICIENCY OF THE INNOVATIVE PROJECT

The article represents a review of known methods and models for the development and implementation of the innovative project, as well as methods for classifying these methodological tools. The authors consider the examples of concrete typical tasks of the project from key areas of the enterprise activity, the interrelation of which can provide the synergetic interaction that is necessary for the implementation of innovations. The article also illustrates practical recommendations on the expediency of grouping methods with their linkage to individual tasks of the project and the main spheres of the enterprise activity. The authors analyze the stages of the innovative project in terms of methodological equipment, and suggest application of a certain system of criteria for the identification of methods, their comparison and screening of not suitable ones.

THE INCREASE OF THE BUDGET LITERACY OF THE RURAL POPULATION IN THE FRAMEWORK OF INITIATIVE PROJECTS

The authors prove scientifically the influence of the rural population on the budget literacy and its participation the initiative projects, and develop some elements to increase this literacy within the taxonomy “to know, to be able, to own” and the mechanism to form the corresponding competences. The authors develop and implement the assessment methodology of this impact, tested for the first time, and suggest the foundations of the regional monitoring methodology in this context.
