The paper reveals the problem of forming an effective approach to the modeling of the integral index of social and environmental risk in development of urban areas’ scenarios. It is necessary to use a socio-ecological model of the integral risk index and analyze ways to convolute private indicators and consider the possibility of taking into account multiple risk factors. The result of the research is scientific justification to use multiple-choice models in order to develop the integral index of social and environmental risk area.

Based on assessment of social, environmental and economic subsystems the paper illustrates a method to assess sustainable development at enterprises using a generic (integral) Index. The paper represents approaches to define indicators of price discrimination on the basis of analyzing the behavior of the dominant firm in the markets of energy commodities. It is proved that indicators, that determine price discrimination, should consider the possibility of establishing "price corridor" for different consumer groups, as well as different prices in a seasonally changing elasticity of demand.
