The author shows the efficiency of using the methodology of social and economic development of the region, its principals and aspects. The scientific substantiation of the definition to the notion "strategy" of social and economic development and national economic policy of the region is given.
Mutual influence of human development index and the small-scale business development level in the Ulyanovsk region is under consideration. Structural analysis of population expenses has revealed disparity between the actual and the recommended small-scale business structure.
The article reflects the existing problems in the integrated companies concerning the relationship between the parent company and the business units. It proposes an optimal model of flexible budgeting, using the BCG matrix for the management of business units within the business groups (holdings) and for urban development, which allows not only to simulate the final product, but also to assess the financial position when you change certain types of resources.

The complex program of social and economic development of the Kursk Region2006-2010 is considered, the dynamics of GRP and investments into fixed capital of the Kursk Region in 2000-2008 is analyzed; on the basis of the fact sheet the forecast of investments into fixed capital and GRP of the Kursk Region in 2009 the regional development plan for 2010 is made up. The comparative analysis of the program of the development of the Kursk Region to 2010 is carried out, the probable reasons of deviations between the indicators of the program and the real indicators are considered. In the article the basic directions of modernization of the system of public health services of a municipality are considered. As a result of the analysis of the centralized organizational-economic model of the system of public health services in Togliatti, we can see that the existing centralized model is not adequate to modern market conditions. Some principles are offered and the features of a decentralized model of management are fixed by the municipal system of public health services.
