EVALUATION OF INNOVATIVE DEVELOPMENT OF THE SOCIO-ECONOMIC SYSTEMS

The article reviews current approaches to managing innovation development of socio-economic systems. The author has studied the theory of national innovation systems and the concept of an innovative state of socio-economic systems. Based on the proposed concept innovative evaluation system of states of real socio-economic systems are developed, including performance evaluations. a system of indicators of innovative state is offered to use to make recommendations on management of national innovation systems. Evaluation of an innovative state of the Russian Federation is presented.

The problems of reforming public health care due to the fact that it is entering the contemporary stage of modernization in the field are also described. THE STATISTICAL ANALYSIS OF THE STANDARD OF LIVING OF LOW-INCOME STRATA OF RUSSIA

Research of process of society stratification according to level of a material wealth in Russia has shown that it is not favorable from economic and social points of view. In this situation a study of population poverty requires a special attention. The statistical approach to study of poverty level and dynamics is presented. This approach allows applying the major indicators of poverty defined by the formula, offered by James Foster, Joel Grier and Eric Torbeke. The direction and mechanisms of decreasing poverty level in Russia are considered.

THE ESSENCE AND CHARACTERISTIC FEATURES OF THE REPRODUCTION SYSTEM OF THE BASIC PRODUCTION ASSETS IN THE WATER TRANSPORT ENTERPRISES AT THE PRESENT STAGE

The most important problem of water transport is by far the physical and moral wear and tear; as well there is a shortage of modern water transport for the transportation of large- capacity containers, mixed vessels of water transport and comfortable passenger ships. A decrease in the total amount of the exploited vessels, their physical and moral depreciation can lead to the change of domestic ship-owners to foreign ones. To solve an immediate problem in the shortest period of time there should be determined the sources of financing of new ships construction and should be planned the upgrade of the water transport.
