INFORMATION POTENTIAL OF HISTORICAL AND CULTURAL HERITAGE AND ASSESSMENT OF THE LEVEL OF ITS DEVELOPMENT IN MUNICIPALITIES OF THE SAMARA REGION

The paper illustrates the assessment parameters that determine the level of informational potential development of historical and cultural heritage of 16 municipal districts in the Samara region. The article analyzes 48 social and cultural passports of the museum’s activities in 2011-2013. The authors make conclusions regarding the dynamics of regional museums information and identify the interests of the local community, regional and municipal authorities, and the private-business sector in the social and economic development of museums. Special attention is paid to the technique that can help comprehensively assess the quality of information and communication environment of municipal museums in the Samara region and make recommendations on the use of modern and innovative approaches to the organization of museum activities.

STATIC OPTIMIZATION OF THE PRODUCTION CYCLE AT ENTERPRISES OF BEARING

The paper illustrates the issue to optimize the flow of inventory in the production process at enterprises of bearing industry. The article represents the static optimization model of production orders by the criterion of production lead time taking into account restrictions due to functions of buyers’ demand for products, supply functions of material suppliers and standards of production costs. The authors develop analytical optimization mechanisms to simulate the output plan, as well as orders and issues of materials for production purposes.

The main objective of health financing reforms is to increase the effective use of the limited amount of financial resources by medical organizations. The article describes the process of reforming the financial system of Healthcare Service. Changes in financial instruments of state policy in Healthcare Service have an impact on the financial mechanism of health care organizations. The author analyzes the conditions in which there is a formation of the financial mechanism of health care organizations at the present stage. As a result of the analysis, the author develops the structure of the financial mechanism of institutions, due to laws and objective economic processes in health care.
