The importance of integrating enterprises into the communications digital information field to effectively realize the potential of all areas of today`s market economy is due to fast-growing information and digital technologies. Online trading, web-positioning of business activities, use of electronic-digital reporting, web-training, social Internet services are becoming popular activities of market entities. In the digital economy, it is impossible to carry out market activities without information and the digital environment. The digital economy can be described as activities related to the development of information, the way it is transmitted and broadcast, as well as market interactions of actors using new information technologies. Market players provide information about their activities to increase their competitive advantage, but not all information is “useful” to market actors. There are problems with information asymmetry and its impact on the economic development of both individual markets and the economic system as a whole.

The study analyzes social and commercial aspects of the new consumption system based on access to benefits without owning them. Analysis of current publications on this topic allowed studying the evolution of this phenomenon in the system of socio-economic coordinates of post-industrial society. The main driving force for the development of consumption in the form of contradictions between pro-social and commercial principles of its implementation was revealed, and the most promising model of cooperation in this area was highlighted.

The current stage of social development is characterized by high rates and frequency of changes. In such conditions, the requirements of potential employers for knowledge, skills, abilities and competencies of university graduates can differ significantly from those in the curriculum of universities. Gaps between the requirements of potential employers for knowledge and skills of university graduates and students` real abilities, their expectations, form the unfavorable environment for both employers and for future specialists who are just mastering the profession. The identification of these gaps can serve as the basis for tactical and strategic management decisions by university administrations. The purpose of this study is to identify gaps in the expectations of undergraduate and graduate students and potential employers. The key result of the work can be recognized as confirmation of indicated gaps.

Accelerating the digital transformation process in Russia now appears to be a significant challenge, with uneven penetration of digital technologies: their advance distribution in the public services sector is at the background of insufficient digital activity in the business sector. The study conducted a comparative analysis of digital development features in the business sector of Russia and European countries. The clusters of countries with similar conditions and results of digital transformations in the business sector were via multi-dimensional statistical methods of classifying and reducing the dimension, as well as a comprehensive assessment of Russia`s position in the resulting dimension were identified. It is shown that for the majority of digital technologies analyzed in the Russian business section, there is a positive dynamics in the study period, but the observed growth rate was insufficient for to overcome the lag behind European countries with a high level of technological development. The similarity of the main factors that constrain the growth of digital activity in the business sector, with the most significant constraints of innovation and investment activities of enterprises, was revealed. It is necessary to improve statistical monitoring of digital development in the Russian business sector was shown.

Event activities today are becoming more diverse. One of the most important segments of the event activity is music festivals, where there is a variety of genres from classical to electronic music. New technological capabilities of the digital society affect the formats and range of services of musical events. Technological innovations penetrate the festival grounds, but this process is uneven both in different countries and in individual musical genres. The use of innovative solutions today is a serious competitive advantage, including in event activities. The study presents the results of innovative activity of a number of musical festivals, studied both in Russian and foreign experience; the description of the main innovative technologies, the use of innovative technologies by the largest festivals.

The problems of financing institutions of secondary vocational education (SVE) using the example of the Ministry of Education of the Omsk region were considered. The structure of financing budgetary institutions of SVE, their expenses at the expense of budgetary and off-budget financing were revealed. The problems of budgetary under-financing institutions of secondary vocational education and its consequences were revealed. To change the situation in a positive way, it is proposed to supplement the per capita financing of SVE institutions with project financing and to create a project for the development of the SVE system at the regional level, which will increase the volume of financing in this direction by attracting Federal and private financial resources. To improve the efficiency of budget funds, it is proposed to introduce a mechanism for their planning on the basis of achieved results of SVE institutions, which will require additional criteria for assessing the quality of work of budget educational institutions. To improve the quality of training and interest of students, it is recommended to introduce the mechanism of public-private partnership in the system of the Omsk region. This mechanism will increase the amount of extra-budgetary financing, reduce the burden on the regional budget, attract funds that are missing for the modernization of the material and technical base, buildings of institutions of the SVE system, and improve the efficiency of budget funds allocated under the project.

Efficiency of state financial support of agro-industrial complex in the Republic of Buryatia is revealed. The subject of the study is the activity of state executive authorities to provide financial support to agricultural producers. Objectives of the study: analysis of state support programs of the regional agro-industrial complex; assessment of the main objectives of state support programs of the agro-industrial complex of the Republic of Buryatia. The general scientific and special methods were applied: comparison, analysis, synthesis, systematization and generalization of the results. The main directions of state financial support of the regional agro-industrial complex, implemented through the state target program, were considered. The indicators to assess the efficiency of state financial support of the agro-industrial complex of the Republic of Buryatia were defined. The following ways to improve financial support of sustainable development of the agro-industrial complex of the Republic were allocated: improve normative-legal base for the development of villages at Federal, regional and local levels. The assessment of target indicators of the state program shows the average efficiency of its implementation, in some periods the indicators of growth of agricultural products are not fulfilled, i.e. the main goal of the state program is not achieved. The analysis showed the need to review the mechanisms used in the state program, and reduce the cost of managing it.
