Priori language is becoming a direct factor of production. So that to react flexibly on arousing demands, the universities have to communicate with the labor market constantly. At the same time the employers usually dont take part in the development of the programs of higher professional education. The basic motive force of cooperation between universities and enterprises consists in the necessity to share with the knowledge and technologies, as well as the necessity to hire appropriate labor force for supporting competitiveness and innovations in the world economics. Cooperation between universities and enterprisers is usually carried out in 3 forms: the creation of cooperation platforms, joint development of study programs and mobility implementation. However, the ties, on which the cooperation of universities and enterprises is based on, are weak, whereas the leading models of cooperation demand full-value, regular and structural dialogue and cooperation.
Institutional and economic preconditions of formation of self-sufficient regions are considered in the article. The external and internal factors influencing given process are revealed. Possible scenarios of development of self-sufficient regions are analyzed. The conclusion is drawn on necessity of the system approach in the course of reorganization of a regional economy.
