|EFFECTIVE MUNICIPAL DEVELOPMENT PRACTICES OF SOCIAL AND CULTURAL ENVIRONMENT AND MUSEUMS|
|Using an example of the municipal districts of the Russian Federation and the Samara region the authors monitor the best development practices of the social and cultural environment and museums, and it allows them to identify the key trends and growth points. The study led to the conclusion that the creation of a qualitatively new competitive internal social and cultural product, along with the foreign one, is relevant and long-range. It requires government support, intensification of public-private partnership and participation in grant competitions, as well as investments in the museum and the tourist industry and the research sector.

|The article represents the concept of forming the economic structure. The basis of economic restructuring is the creation of innovative production. The innovative capacity acts as development tools of innovative production. The authors develop performance indicators of the economic structure that are based on the state, composition and structure of the innovation capacity and make conclusions about the prospects of the developed concept.

|DISCRETE DYNAMIC MODEL OF REFINERY |
|The article continues the authors’ work on modeling refinery network with direction-represented graphs. The authors consider the dynamic version of the model, which takes into account the carryover stocks and the capacity of the tank farm. The mode setting is defined as a convex line combination of its basic technological modes. The mixtures pool is considered as a unit with multiple incoming flows and one outgoing flow. The authors analyze the possibility of restrictions’ incompatibility.

|The article analyzes the influence of resource and institutional factors on development of small businesses in the pre-crisis and post-crisis periods. It is shown that the quality of the institutional environment is becoming a significant factor in development of small businesses in times of economic slowdown or recession. In a phase of economic growth the ongoing development of a small business can be carried out under the negative institutional changes.

|THE PROJECT "EURASIAN INTEGRATED TRANSPORT SYSTEM" IN THE LIGHT OF CONTEMPORARY PATTERNS OF MIGRATION AND DEVELOPMENT IN RAILWAYS IN REGIONS OF THE RUSSIAN FEDERATION|
|Taking into account the current geopolitical and social and economic situation, it should be noted the need for development of the railway network in Russia in terms of the effects on the labor market. Traditional methods at regional and local labor markets, taken by the employment service, are important, but they cannot change the situation of unemployment in many regions of the Russian Federation. Solving the problem of unemployment, which is so widespread in the eastern regions of the country, it requires unconventional approaches and large-scale projects to create jobs. One of them may be development (construction) of the Eurasian integrated transport system. Foreign and domestic experience shows that transport projects can significantly stimulate employment, both during construction and after its completion. This article analyzes development of the transport system of the Russian Federation and identifies its impact on migration and natural population movement. The authors group the entities of the Russian Federation in terms of railways’ density. The article analyzes the impact of transport infrastructure development on main indicators of the labor market in regions of Russia.

|SALES PREDICTION ON THE MARKET OF THE SELECTED GROUP OF GOODS AND SERVICES USING THE METHODS OF DATABASE MINING|
|The authors consider the trend models, which are based on mathematical dynamic graduation of actual sale values of the selected group of goods that took place in some time points, by selecting the functional relationship and calculation of its parameters. These trend models provide the ability to trend extrapolation of the identified constraints to the planned time points in order to obtain estimates of forecast sales. For the analysis of wealth information and diverse nature the authors study modern methods of data mining, which are the basis of Data Mining technology, and it allows finding significant correlations and relationships as a result of screening wealth information using modern methods of pattern recognition and application of unique analytical technologies.

|APPLICATION OF CLUSTER ANALYSIS METHODS TO SEGMENT THE INDUSTRIAL MARKET|
|The paper illustrates the theoretical approaches and methods of segmenting industrial markets. To get the sound segmentation of the industrial market it is proposed to use the cluster analysis methods. As the criteria the authors apply the signs of both macro- and micro segmentation. The authors represent the results of segmentation using the cluster analysis method of the PVC profile market for window and door units, and elaborate recommendations for the formation of the company`s product range.

|The monograph deals with the theoretical foundations of functional-cost analysis in the context of its historical and logical genesis, as well as issues related to its practical application in solving organizational and managerial tasks. The authors develop theoretical and methodical guidelines on application of functional-cost analysis of non-technical objects.
The authors justify and develop a method of function analysis of the functional-cost analysis object based on the description of its functional links with the matrix, which establishes the relationship of its main functions and defines functional ways of their implementation, as well as the totality of matrices characterizing the functional details of each main function (Annex B, C, D).
The publication is a vital scientific research and is relevant to development of functional-cost analysis and development of accounting and analytical support for organizations management in various industries.
