The article considers the concept of CSV from the point of view of ensuring the inclusive development of individual territories. It is assumed that the relationship between social and economic progress can stimulate new directions of global development. The research used such methods as benchmarking, the method of scientific abstractions, and methods of analysis and synthesis. Conclusions are made about the possibility of creating economic value through creating social value; the criterion of true social entrepreneurship will be examined from the point of view of its ability to create shared value, not just social good, to foster inclusive development of the territories in which we operate, the value must be created not only for shareholders but also for society as a whole.

The article considers the effects of digital technologies influence on the socio-economic development of Russian society. The article analyzes the degree of development of information infrastructure in the regions of the Russian Federation, as well as general economic indicators of regional development. The influence of educational development indicators on socio-economic development is studied. As indicators of the development of regional higher education, such indicators as the number of universities, the number of teachers and the number of students per 10,000 people of the population have been analyzed. The main hypothesis of the study is that digitalization has a positive impact on regional economic development. This hypothesis is tested by evaluating panel models with fixed and random effects on data for 2010-2018. The models include variables that characterize the level of digitalization of households and businesses, economic development, and education. The analysis showed that digitalization indicators have an impact on regional development. The obtained results of the regression model indicate the need to invest in higher education and attract highly qualified personnel to higher education institutions, since these indicators have an impact on the accumulation of intellectual capital in the region and, as a result, on the potential of its future development.

Despite the almost 25-year history of Russian regional strategic planning, many methodological issues of developing strategies for socio-economic development of the Russian Federation’s subjects remain unresolved. In particular, one of the traditional weaknesses of regional strategic planning is goal setting, in particular, the stages of forming a balanced system of targets and proving their achievability. The current state can be explained by the lack of proper economic and mathematical support for the strategizing process, which can form a “digital framework” of the strategy that quantitatively describes the results of strategic planning as a whole, from the target plan to the road map. The article suggests a methodology that allows forming a “digital framework” of the strategy being developed as a system of constantly operating digital models based on the provisions of the national accounts system and the theory of computable general equilibrium models. This system of digital models allows you to update the quantitative parameters of the strategy being developed at any change in targets, resource constraints, and parameters of the external environment.

Ensuring stable economic growth requires identifying and evaluating factors that can reduce the negative impact of external circumstances. The introduction of sanctions policies by Western countries and the beginning of the coronavirus pandemic are strong incentives to solve the problems of finding tools and methods to reduce the likelihood of stagnation and crisis phenomena in the economic system. In a country with a large number of subjects that have their own characteristics, it is necessary to constantly monitor the dynamics of their socio-economic development. Accountability of the meso-economic systems specifics is limited by the lack of required statistical information. The study assessed the contribution of economic growth factors to the gross regional product of the North-Western federal district, and selected correlation and regression analysis as the methodological basis. The research is based on Rosstat statistics for the regions of the district for the period from 2000 to 2018. All indicators are presented in a comparable form using the corresponding indexes and calculated taking into account changes in the number of population for each region. As a result of correlation analysis for all subjects of the macroregion, the features of interaction between the dynamics of GRP and the volume of investment in fixed assets, actual final consumption, consolidated budget expenditures, exports and imports are highlighted. A regression equation was constructed that showed the maximum impact of investment in fixed assets on economic growth and the statistical insignificance of indicators of import volumes and expenditures of consolidated budgets. The use of this method can help public authorities in adjusting measures to stimulate economic growth in the region, as well as researchers of factors that affect economic growth.

The purpose of this study is to identify the problems of building and implementation of an effective risk management system in the organization. Currently, there is a high level of volatility of business environment factors caused by economic and political circumstances. Despite the fact that the theoretical aspects of risk management are becoming more and more popular, practice shows that companies implementing a risk management system are quite rare, in particular in the construction industry. The study demonstrates the methodological aspects of implementing a risk management system in the context of a construction company. Small and medium-sized businesses play a special role in developing competition and improving the economy. The state has always tried to support this sector, but in the context of an unstable macroeconomic situation against the background of a pandemic, the importance of such support only increases. However, additional support measures taken by the government for small and medium-sized entrepreneurship due to the spread of the pandemic have not yet produced an effective result. The purpose of this research is to study the current mechanism for supporting small and medium-sized businesses and formulate economically sound proposals that allow them to adapt to difficult conditions. The study uses comparison methods, in particular, analyzes the level of financial support for small and medium-sized businesses in the dynamics over the past decade, and estimates the share of such support in the future. The results of the study confirmed that additional support mechanisms cannot be fully implemented due to their insufficient development. Proposals were made to allow small and medium-sized businesses to adapt to the current economic conditions, in particular, they identified areas of activity that they can develop in conditions of macroeconomic instability.

Over the past 20 years, the competitiveness of a single business structure has become significantly dependent on the performance of all parts of the value chain. In this sense, an integrated structure can have great advantages. From the point of view of state interests, the relevance of the study of value chains is due to the importance of participation in them as a factor of economic development of the country. The article examines the actual problem of developing and adopting a local management act of a legal entity, a development strategy, which is a mandatory document for certain types of legal entities by law and must be synchronized with the goals and objectives of the legal entity established in the constituent documents, the nature of legal personality, as well as documents of strategic planning of public education (Russian Federation, region, municipality). The purpose of the study is to assess the effectiveness of implementing the development strategy of legal entities in the context of determining the organization’s place in the system of goal setting and strategic planning and its contribution to the socio-economic development of the relevant territory. The research is based on the analysis of development strategies of the city-forming enterprises of the Samara region, corporations and other legal entities that determine the main indicators of socioeconomic development of the region. The weak link between the strategic goals of organizations and public entities is revealed, which is one of the reasons for low economic efficiency. In the course of the research, models have been developed that describe the effectiveness of developing and implementing strategies for the development of legal entities. The models are built taking into account the place of the legal entity in the structure of the economy, the impact on the development of the economy as a whole and regional development. The research results allow us to improve the system of local acts of legal entities.

With the development of market relations in the Russian Federation, internal control is becoming increasingly important in the management systems of organizations. The most effective functioning of the internal control system, as well as the quality and timely organization of audits, their systematic implementation are aimed at achieving a number of goals, such as the formation of economic stability, transparent financial reporting, and ensuring information communication between all levels of management of the organization. However, at the moment there is no unified methodology for a comprehensive approach to the problem of internal control in economic entities. The study uses general scientific methods of knowledge, including methods of classification, generalization, description, as well as methods of economic analysis. The article presents a methodology for evaluating the effectiveness of the internal control system and the factors that may affect it. The proposed method is considered on the example of JSC “Giprovostokneft”, which is engaged in design and engineering surveys of oil and gas production, treatment and transport facilities. This method is aimed at developing solutions to the problem of implementing internal control in the oil industry.

The state of the labor market is the most sensitive indicator of the country’s economic development, which allows assessing the effectiveness of the state’s employment and social protection policies. For effective regulation of processes in the labor market, it is necessary to have statistical tools that can identify quantitative patterns of relationships between labor market indicators to justify management decisions. The purpose of this study is to quantify trends and justify the periodization of regional labor market development. The authors analyzed changes in the main indicators that determine the state of the labor market in the Orenburg region based on official statistics. Based on the results of the conducted economic and statistical analysis using multidimensional statistical methods, three homogeneous periods in the development of the labor market were identified, and the most significant factors that influenced the level of employment in the economy of the Orenburg region were studied. The regression model of the level of employment of the population of the Orenburg region in the most unfavorable period of its development 20102018 is substantiated and interpreted. The obtained results allow us to improve the quality of information and analytical support of regional labor market management bodies for making effective strategic decisions on key issues of its functioning.
