Basic factors, influencing on the differentiation of the average per capita consumption of staple foods are revealed in the article. The typology of the regions according to the value of absolute change of average per capita consumption of staple foods is dealt with.

The management technique of potential credit risk of credit product for the subjects of small- and medium-scale entrepreneurship is developed. The technique is based on the factors revealing and conditioning the advantages of crediting separate categories of borrowers - the subjects of small- and medium-scale entrepreneurship, on the assessment of the potential credit risk creating taking into account the credit product factors by comparing with the product taken as a basis and on the proper change in components (conditions) of the credit product.

The efficient solution for the Russian Federation can consist in the role enforcement of state and private partnership cooperation for the implementation of investment projects.
