METHODOLOGICAL APPROACHES TO THE FORMATION OF A DIGITAL FRAMEWORK FOR REGIONAL DEVELOPMENT STRATEGY
Despite the almost 25-year history of Russian regional strategic planning, many methodological issues of developing strategies for socio-economic development of the Russian Federation’s subjects remain unresolved. In particular, one of the traditional weaknesses of regional strategic planning is goal setting, in particular, the stages of forming a balanced system of targets and proving their achievability. The current state can be explained by the lack of proper economic and mathematical support for the strategizing process, which can form a “digital framework” of the strategy that quantitatively describes the results of strategic planning as a whole, from the target plan to the road map. The article suggests a methodology that allows forming a “digital framework” of the strategy being developed as a system of constantly operating digital models based on the provisions of the national accounts system and the theory of computable general equilibrium models. This system of digital models allows you to update the quantitative parameters of the strategy being developed at any change in targets, resource constraints, and parameters of the external environment.

♦ targets used in strategic planning should be divided into basic and derived indicators. The basic indicators are those that are necessary and sufficient to form a digital image of the future within the framework of the developing strategy;
♦ the target values should only be set to basic target indicators. Target values for derived indicators should be calculated based on the target values of the base indicators or as a result of solving an optimization task;
♦ information technology has been developed that allows forming a “digital framework” of the strategy being developed as a system of constantly operating digital models that provide a quantitative description of the results of strategic planning as a single process, from the target plan to the roadmap.
