PROBLEMS OF FINANCING INSTITUTIONS OF SECONDARY VOCATION-AL EDUCATION IN THE REGIONS IN THE CURRENT CONTEXT

The problems of financing institutions of secondary vocational education (SVE) using the example of the Ministry of Education of the Omsk region were considered. The structure of financing budgetary institutions of SVE, their expenses at the expense of budgetary and off-budget financing were revealed. The problems of budgetary under-financing institutions of secondary vocational education and its consequences were revealed. To change the situation in a positive way, it is proposed to supplement the per capita financing of SVE institutions with project financing and to create a project for the development of the SVE system at the regional level, which will increase the volume of financing in this direction by attracting Federal and private financial resources. To improve the efficiency of budget funds, it is proposed to introduce a mechanism for their planning on the basis of achieved results of SVE institutions, which will require additional criteria for assessing the quality of work of budget educational institutions. To improve the quality of training and interest of students, it is recommended to introduce the mechanism of public-private partnership in the system of the Omsk region. This mechanism will increase the amount of extra-budgetary financing, reduce the burden on the regional budget, attract funds that are missing for the modernization of the material and technical base, buildings of institutions of the SVE system, and improve the efficiency of budget funds allocated under the project.
