| REGIONAL ECONOMY | | | Kudinova G.E., Rosenberg A.G., Kostina N.V., Kuznetsova R.S., Vasiukov V.M., Kostina M.A., Ivanova A.V., Saksonov S.V. | | MONETARY EVALUATION OF ECOSYSTEM SERVICES FOR SUSTAINABLE DEVELOPMENT OF THE REGION (Samara Region) | The article illustrates the new direction of civilization development - a "green" economy, which is based on the involvement of market process "natural capital". The authors consider ecosystem services by the plants listed in the Red Book of specially protected natural areas in the Samara region as an integral part of the "natural capital". For monetary evaluation of ecosystem services, the authors classify plants listed in the Red Book, and introduce scaling factors to take into account the relic and endemic species. Using monetary evaluation the authors use values to calculate the harm to 1 hectare of herbaceous plants, trees and shrubs. The calculations show that the largest number of plant species listed in the Red Book are located in Stavropol, Volzhsky, Borsky, Shigonsky, Syzran and Krasnoyarsk municipal districts, which have the biggest territory of protected areas. The authors calculate the value of ecosystem services in the Samara region, and show that the proportion does not correspond to the significance of plants listed in the Red Book. The authors suggest an increase in stumpage of these plants, and it will provide sustainable development of the region.

Using the logistics becomes a real tool for achieving competitive wholesalers, leading to costs reduction and, accordingly, to acceptable prices for the goods.

By analogy with the coefficients of vitality, depopulation and effectiveness of migration relationships the author suggests a new index - the coefficient of demographic population movement. This indicator compares two different processes in the relative form. One of these processes, including mortality and emigration, leads to a decrease in the number of resident population of the territory. Another process, including fertility and immigration, leads to its growth.

Kosyakova | | Review of the monograph “Information and knowledge resources management as a base to improve the competitiveness of higher education institutions”, written by Zotova A.S. | | The author formulates the purpose and role of integrated information systems in modern systems of knowledge management in organizations as a system that minimizes the impact of information broker, aggregating and filtering the information. Routine management of modern university is also inconceivable without building an effective system of decision-making. Deep automation of collection, transmission and processing of information, inherent in an effective management system of information-knowledge resources, represents the electronic company in real time.
The author`s concept of formation and development of a corporate information system includes a circuit-algorithmic solution of the problem of CIS integration and the model of information- knowledge resources at university to promote the rational use of information technology.
Based on the study, the author makes fundamentally valid conclusions and makes recommendations, the use of which will advance development of the educational sector of the national economy.
The main provisions of the study, reflected in the monograph, are a prerequisite for the further development of the management theory on information richness of higher education institutions, methodological approaches to assess their readiness to improve information technology.
