THE FORMATION OF THE SOCIAL AND INNOVATIVE DEVELOPMENT PATHWAY IN DESIGNING THE INSTITUTIONAL ENVIRONMENT FOR PUBLIC GOODS
The purpose of this article is to assess the possibilities and the need to form a social and innovative development in designing the institutional environment for public goods. The principles of designing the institutional environment for public goods are described and the stages of designing and implementing social innovations in the public goods sector are highlighted. The analysis of the relationship of the principles of institutional design with the stages of social innovation is carried out; a procedure for designing and implementing the institutional project in the institutional environment for public goods is developed. Based on the analysis of approaches determining the properties of social innovations, the author’s interpretation of the concept of social innovation is presented, and the properties of social innovations and their applicability in the public goods sector are highlighted. The necessity of taking into account social and economic factors in the process of designing social and innovative projects in the public goods sector is substantiated. Based on the theoretical review, key social and economic factors are identified and described, reflecting the state of the institutional environment for public goods and having a tendency to be modified in the process of introducing new social projects. The theoretical results of this study can be applied in the practice of designing institutions to support social innovation in the public goods sector.

THE SHADOW ECONOMY AS A CONTAINING DEVELOPMENT FACTOR OF THE NATIONAL INTERESTS OF THE STATE
Russia`s economic security is a strategic priority for development. Among the internal threats to the interests of the state are the presence and spread of the shadow economy, which forms the environment for the emergence and development of crime, which has a detrimental effect on healthy competition, leads to a decrease in investment flows, forms corrupt relations in sectors and spheres of the national economy, reduces confidence in the government and contributes stratification of society. The shadow economy as a deterrent to the development of national interests of the state is accompanied by an increase in unemployment, as well as a reduction in incomes and living standards. At present, Russia is among the top five countries with the largest share of the shadow economic sector. The corruption of government officials, permeating virtually all spheres of public life, is causing serious damage to the economy. Of particular concern and discontent of the population is the increase in corruption in social spheres, such as education and health care. The study, which revealed the leaders of the informal sector in the industries, construction, agriculture, trade and transport in the regions of the Russian Federation, allows us to conclude that the main task of legislative and executive authorities at various levels is to reduce the shadow economy in all areas of the national economy of the country.

RESEARCH OF THE FUNCTIONING OF NETWORK INTERACTION INSTITUTES IN THE REGIONAL INDUSTRIAL SYSTEM
The questions of the functioning of the network interaction institutions are studied using the example of the Perm region. The main subjects of networking in the industrial system refer to industrial enterprises, universities, authorities and external institutions. The increasing trends of globalization, informatization, and increasing competition force us to look for new tools and ways of strategic development and competitiveness at various levels. Network interaction of industrial enterprises, authorities, universities and other interested subjects serves as an adequate response to the changes taking place. Thus, the study of the functioning of network interaction institutions is an urgent and significant task. The purpose of the study is to define and identify key features of network interaction, explore the main subjects of network interaction in the industrial system and identify institutions that support and develop this interaction in the Perm region. Using the method of system analysis, structural and formal-logical methods, nine institutions have been identified that implement the network interaction of the subjects under consideration. The analysis of the activities of each institute is carried out, its goals and objectives are described, and the signs of network interaction and the subjects uniting each institute are determined. A proposal is made for the development of the accelerator as one of network interaction institutes in the Perm region. The study made it possible to clarify the essence of network interaction and its key properties. Also in the research process it is shown that the considered institutions play an important role in the support, development and management of network interaction. They develop relationships between authorities, industrial enterprises, universities and external institutions, and also support the interaction as a whole.

ANALYSIS OF THE DEVELOPMENT OF C2A COMMUNICATION CHANNELS IN THE DIGITAL ECONOMY OF THE RUSSIAN FEDERATION
According to many experts, the most critical risks to the economic security of the Russian Federation are the traditional export-oriented raw materials model of the domestic economy. The change of key development vectors, the response to current challenges of the present, the impossibility of tolerating technological lag behind leading countries make it imperative to introduce modern information technologies into economic, social and political processes. Stimulating digitalization of the economic space of the Russian Federation is necessary not only for Russia`s participation in global processes, but also for solving the problems of domestic public policy. And the sphere of high technologies will quickly and efficiently achieve the desired results. One of the goals of the Digital Economy of the Russian Federation Programme is to improve the welfare of the population by improving the quality of public services provided using modern technologies. The goal requires the solution of tasks not only for the development of technologies and adaptation of current processes to the requirements of modernity, but also for the creation and effective functioning of communication channels of the population and public authorities. Ensuring the interaction of society and government will increase the transparency of economic, social and political processes.

Highlights: one of the areas of the digital economy development in the Russian Federation is the creation of online communication channels between government agencies and stakeholders (the public). The goal of establishing this communication is to improve such an important socio-economic parameter as the quality of life of the population; due to the high importance of maintaining efficiently functioning communication channels between public authorities and the public, as well as the diversity of forms of interaction within the study, the interpretation of C2A and G2C communications is proposed, emphasizing the difference in these areas. We believe that the distinction between these concepts will be conducive to their more effective development in the future; The Russian Public Initiative Internet portal is one of the largest projects in the field of C2A communications in the Russian Federation. The in-depth analysis of the portal infrastructure, consisting of technical performance and the creation of regulatory support for its operation, as well as the statistical data provided on this resource, reveal the main characteristics of its current state and promising areas for improvement.

REPUTATION RISK: FACTORS OF INFLUENCE AND MANAGEMENT METHODS
The significance of the problem of reputational risk management is due to the growing value of reputation as an intangible asset and at the same time due to a high degree of its susceptibility to destruction. In this regard, the development of the system for monitoring and managing reputational risk becomes a conscious need, which requires studying risk factors and developing effective methods to minimize them. The purpose of the study is to identify the prerequisites of reputational risk and determine the trends for the development of the risk management system. The analysis of the factor environment and initiatives implemented by Russian companies allowed identifying key groups of factors and directions of business efforts to neutralize reputational risk.

INTEGRATED REPORTING AS A NEW APPROACH TO THE SYSTEM CHARACTERISTICS OF THE BUSINESS SUBJECT
In the existing geopolitical and economic realities, business structures need to disclose the essential features of functioning related to the social policy of companies and the personnel safety system, the corporate environmental safety program and the order of application of energy-saving and resource-saving technologies, the current system of key risks of the economic entity and other strategically important aspects of activity in the report. In today`s economic realities, it is necessary to develop an integrated reporting methodology, which involves structuring and improving approaches to collecting, accumulating, systematizing non-financial information and disclosing it, as well as a possible revision of financial and non-financial indicators to best reflect the current and future state of the business subject. The purpose of this study is to critically analyze the current practice of Russian companies in the preparation of non-financial reports to identify factors that can contribute to the development of the integrated reporting methodology. Using general scientific methods of cognition (system approach, logical generalization, analysis, synthesis and hypothesis), problems of forming a non-financial (integrated) reporting system are identified, in particular, associated with high costs of collecting, interpreting and presenting large amounts of reporting information, with predictive difficulties of calculation budget indicators for a long-term perspective, with the existing imbalance of information needs of various stakeholders. Based on the disclosure of non-financial information of the largest Russian corporations in the corporate reporting, the structure of reporting companies was identified, taking into account the scale of the business and industry. It was concluded that the general state of non-financial reporting of the largest Russian business structures indicates the need for the development of the institute of verifiability of non-financial reports. The authors proposed an approach aimed at improving the reliability of integrated reporting, which includes the formation of a unified information base of companies` development ratings in the form of the Internet portal, where stakeholders can quickly search and compare information based on integrated reporting of business structures. Based on the analysis of structural reporting elements of the largest Russian corporations surveyed, a recommended structure for the presentation of non-financial information in reports has been developed, the use of which will increase its transparency and improve the investment attractiveness of the company. It was proved that, within the framework of the Concept for the Development of Public Non-Financial Reporting in Russia, it is necessary to develop a national standard to approve a clear structure of integrated reporting with the inclusion of sections containing general information, development strategy, environmental and social responsibility of the corporation, review of its performance and future prospects.

CRYPTOCURRENCY IN 2018: LOST ILLUSIONS, ALL-LEGAL LEGITIMIZATION AND FINDING ADEQUATED PLACES AND ROLES IN THE FINANCIAL MARKET
The urgency of the problem under study is due to debatable questions about the genesis, nature, functions and trends of the further development of the cryptocurrency market, which demonstrated dizzying dynamics of quotations in 2017-2018, and describes them as a “cryptocurrency bubble”, “digital financial pyramid”, “cryptocurrency pandemic”. The authors substantiate the original position on these debatable questions about the essential difference between money and cryptocurrencies, due to which the latter are considered as a kind of financial assets, as other property that is internally incapable to perform the basic functions of money. The purpose of the research is to formulate the authors’ concept, which reveals the nature, genesis, essence of cryptocurrencies and their immanent place in the structure of the global financial market. Research methods are systematic, institutional and analytical methods, as well as the dialectical unity of deduction and induction, quantitative and qualitative analysis. As a result, the dynamics of cryptocurrency quotes for the period from 2013 to November 2018 are revealed, internal links between economy digitalization and the emergence of cryptocurrencies are justified, the forecast for the further development of the cryptocurrency market is given, the role, place and significance of the cryptocurrency market in the global financial market are determined.
