BUDGET | | | Sarantsev V.N. | | OPTIMIZATION OF REVENUE FLOWS AND FEDERAL BUDGET FLOWS THROUGH FUNCTIONING OF THE TREASURY ACCOUNT | Cash execution of the federal budget and distribution of income from taxes, fees and other revenues between the budgets of the budgetary system of the Russian Federation is the main goal of the Federal Treasury of Russia. The main direction of modernization of the Treasury is to accelerate the process and improve the accuracy of cash execution of the federal budget. A special role in this process should be played by creation, based on the current system CEN, of a fundamentally new settlement and payment mechanism, which goal is to consolidate in a single country resource (general treasury account) of all public funds, including funds of state institutions, all levels of government and companies with state participation, which will quickly and effectively manage them.
