Digital technologies today are already an objective reality, engrained into all spheres of life. This article raises the problem of analyzing the risks of digital transformation of the statistical database of the agro-industrial complex of the Russian Federation due to the lack of reliable and objective information. The research is aimed at identifying risks, analyzing them, as well as giving recommendations for improving the safety of forming a statistical database of the agro-industrial complex of the Russian Federation in a new digital format. As a result of the research, through the use of general scientific and private methods of cognition, a system of risks, which the process of digital transformation of the statistical database of the agro-industrial complex of the Russian Federation is exposed, was formed and assessed. A list of recommendations was proposed for improving the safety of forming this kind of database. The advantage of the constructed system of risks is the identification of general and specific risks that are distinctive for supplying sphere, the sphere of agriculture and the sphere of processing agricultural products and its implementation of the agro-industrial complex in separately. The author concludes that it is necessary to strengthen actions to prevent negative consequences inherent for all spheres of the agro-industrial complex as a whole and for the supporting sphere especially.

Enterprises need an enabling environment to function and develop steadily. The macro level determines the comfort factors in the context of global transformations. In addition, domestic enterprises have limitations in their own funds to carry out transformations, in particular, digitalization. This was most acutely manifested in the context of the COVID-19 pandemic. In such a situation, state support for entrepreneurial structures is a driver for the formation of an enabling business environment. This is especially noticeable if it is carried out on the basis of strategic territorial management. This work is carried out in order to identify the actual results of strategic management at the regional level in the formation of an enabling environment for the enterprise functioning and development in the context of digitalization, as well as to present proposals for improving the quality of the achieved results. The research is based on the works of domestic and foreign scientists. The analysis showed the focus of the strategic management of the Republic of Crimea on the formation of an enabling enterprise environment. Currently, a system of enterprise support is being created in the region. Its various forms and types act favorably in Crimea. It is necessary to provide training of personnel with appropriate qualifications. In addition, the coordination and consistency of measures to implement the republican strategies of "Three Wins" and the digital transformation of the region, in terms of creating an enabling enterprise environment, will improve the quality of the achieved results.

The key values for consumers of health and wellness services are the improvement of health with the help of natural healing resources, recreation in areas with a healing climate, achieving the effect of treatment, participation in cultural and entertainment events, the possibility of caring for a child during treatment, as well as the involvement of a psychologist and a leisure animator. The problem discussed in this article is related to a client-oriented approach to improving the quality of spa treatment based on the adaptation of scientific and theoretical approaches related to the formation of a model of the main business processes in spa medicine. Modern macroeconomic conditions and dynamics of regional markets of health and wellness services actualize new approaches and tools for managing sanatorium treatment. Modeling of business processes is used by business entities of various industry specialization, but they are not sufficiently adapted to the functioning of the sanatorium-resort complex. The purpose of the article is to build an effective business model of sanatorium-resort enterprises for the adaptation of value propositions to customers to production opportunities and their improvement. System analysis, financial and economic analysis, modeling of business processes were used in the development and implementation of services of the sanatorium-resort complex. It has been revealed that currently the main values for clients are the effects of therapeutic treatment. The value proposition is a component of the business model of the sanatorium complex enterprise in the conditions of macroeconomic and market transformations. The formation of an effective business model of sanatorium-resort treatment should be based on the coordination of actions of state authorities, enterprises of the sanatorium-resort complex and related industries, implementation, control of the use of natural therapeutic resources of the Perm Region.

The article considers the features of innovation management of a modern organization operating in the Russian market. The author highlights the components of an effective innovation management system, special attention is paid to the conditions of its financing. Using the example of JSC "Russian Railways" in general and the Kuibyshev Railway in particular, a study was conducted, conclusions were formulated about the external and internal environment of the company, development paths were identified that would allow the organization to level potential threats and take advantage of opportunities associated with innovative and technological development of the industry.

The article presents the author`s view on the interpretation of the concept of «road infrastructure". The relevance of the research is determined by the need to develop the theoretical foundations of transport logistics, due to the specifics of the road sector and its close integration with the sphere of road transport, when the implementation of road construction work on the creation and operational activities for the maintenance, improvement of reliability and extension of durability of roads are combined in time and space with the processes of transport and logistics services. The aim of the article is to clarify the theoretical provisions in terms of specifying the concepts that characterize the road component of the infrastructure of the transport and logistics system of the country, as well as to develop recommendations for its further development. The paper uses the system-structural approach to explaining the essence and content of road infrastructure, its development is proposed to be based on the logistic approach. The main provisions resulting from the study of the economic essence of road infrastructure are presented, the basic theoretical aspects are systematized with clarification of the conceptual apparatus used in the economic development of road facilities on the basis of the logistic approach. The analysis of its forming elements is performed, which allows to exclude the spontaneous use of the concepts of «roads» and «road infrastructure". The refined interpretation of the objects that form the road infrastructure is based on the selection of the main functions they perform in the process of solving relatively discrete economic problems in the service of traffic flows, as well as the physical location in relation to the road. At present, the sectoral structuring of infrastructure facilities is predominant. Having synthesized and investigated by means of the general theory of systems road and transport-logistic activity, the necessity of theoretical modeling of road infrastructure from the standpoint of processes and procedures of management of its development has been established. It is carried out to achieve the methodological goal and allows a new way to consider the ways of structural relationships and their functioning in the economic development of road facilities. As a result, the likelihood of a strategic alliance of road transport and road economy in transport and logistics systems is increased.

The state order management system, which was reformed in 2013, despite constant modernization with endless legislative patches, continues to be a cumbersome bureaucratic monster, unable to cope with the ever-increasing volume of tasks. In the modern technically developed world, solving discrete distribution problems through protocol commissions and paper reports is an atavism like bone abacus in the space flight control center. One of the tools for the development of digital management of the state order system is the integration of a new form of monetary circulation into the state economy - by means of a centralized register based on blockchain technology. The purpose of this research is to form a model for integrating digital financial assets into the system of ensuring state needs. An integral process of such integration should be the digital blockchain algorithm, expressed in smart contracts and provided with financial exchange processes through digital financial assets (digital ruble in the proposed case). The way proposed by the author of the study for the introduction of a system of centralized registers supporting the financial turnover of the digital ruble into the domestic financial infrastructure is a direct embodiment of the state`s policy on digitalization of state processes. The paper reveals shortcomings of the existing domestic legislation regarding the regulation of the management processes of the state order system. The concept of "digital financial assets", "digital ruble" is disclosed. An effective method is proposed to prevent the formation of economic risk factors through the corruption component in the execution of government contracts.
