DEVELOPMENT OF THE ENVIRONMENTAL SAFETY MODEL OF THE RUSSIAN FEDERATION
The study is devoted to ensuring environmental safety and preserving the natural potential for future generations. As part of the study, it was revealed that in the Russian Federation there are no significant indicators of reducing the negative impact of industrial production on the environment. As a result of the scientific work carried out, a model for ensuring environmental safety was proposed, which includes monitoring factors such as innovative development, resource and raw material use, the technical condition of fixed assets and the volume of pollutant emissions.

ENERGY STRATEGIES OF MUNICIPAL REGIONS OF THE SUBJECT OF THE RUSSIAN FEDERATION
The essence of the energy strategy of the municipality is disclosed; a technique is presented that allows performing a typological characteristic of energy strategies of municipalities of the subject of the Russian Federation. According to the results of applying the methodology, promis-ing energy technologies are positioned in energy strategies of urban districts and municipal re-gions of the Samara region.

FUNCTIONAL EVALUATION OF THE MANAGEMENT SYSTEM OF INDUSTRIAL ENTERPRISES IN THE URAL REGION
The relevance of this study is due to the fact that under current economic conditions it is becoming increasingly difficult for Russian industrial enterprises to maintain a stable functioning position and ensure competitiveness. The author believes that the enterprise management system plays an important role here, which should generate managerial decisions that affect the economic, financial, investment, personnel, image, technological and other competitive advantages of the enterprise, thereby making it responsible for the integrated well-being of the enterprise. Therefore, the subject of the study was the functional consistency of the enterprise’s management, and the goal was to identify the characteristics of the managerial model responsible for the emergence of economic, innovative, social, economic and financial consistency at the enterprise. The indicators of consistency are compatibility, sustainability and socio-ecological and economic effectiveness of managerial decisions provided that the functional model of enterprise management has a balance of goals, functions and results. In addition, using the example of leading defense enterprises of the Ural region, a methodology for assessing the level of functional consistency of a management system using the method of expert evaluations, as well as the Pareto principle for substantiating threshold estimates, has been developed and tested. As a result of the study, it was found that the existing management systems of defense enterprises of the Urals are able to cope with short-term social, environmental and economic problems, but cannot ensure the market, innovative, social, economic and financial well-being of industrialists in the long-term assessment period.

PERSPECTIVE DEVELOPMENT TRENDS OF CONSUMER SERVICES OF THE REGIONAL ELECTRICAL EQUIPMENT MARKET
Electricity as one of the key areas of the economy has a comprehensive impact on other activities, especially industry, science-intensive and manufacturing industries. In this area, a number of regulatory documents are being implemented that emphasize the connection with national security and the strategic development of the state. High dependence on the import of electrical equipment is a significant deterrent to the growth of the industry, negatively affects the structural problems of the regional industry. Overcoming the dependence on foreign supplies actualizes the use of digital technologies in the energy sector, contributes to the development of domestic production, but the quality of products does not meet the requirements of the industry. Regional features of provided services indicate the need for new regulatory mechanisms and adaptation of management systems to customer requirements. The purpose of the study is to develop a model of import substitution in the electrical equipment market at the regional level. We used an analysis of statistics, an expert-analytical method, modeling of socio-economic processes in the field of electric power and development of the electric equipment market at the regional level. Indicators of the state of the electrical equipment market in the country, market leaders and the composition of manufactured products that are in demand in the regions are considered. The level of demand in the electric power industry, the main factors of influence and development trends depending on the state of the economy and basic industries are analyzed. The problems of regional markets for electrical equipment are identified and measures to address them are proposed.

REFORM OF THE MANAGEMENT MODEL OF SAMARA-TOLYATTIN AGLOMERATION
Samara-Tolyatti agglomeration (STA) concentrates 86% of the population and more than 80% of the production potential of the Samara region, which determines its most important value in the socio-economic development of the region. Agglomeration effects in interactions of the population, enterprises and municipalities allow Samara-Togliatti agglomeration to develop dynamically. However, an increase in the concentration of resources leads to specific problems that impede the development of this agglomeration. To maintain the agglomeration effect and reduce the effects of deconservation, an effective management system is required. Based on the results of the study, it is proposed to reorganize the existing contractual management model of Samara-Togliatti agglomeration: to supplement the management model of the Inter-municipal project office, the Regional agglomeration fund to stimulate inter-municipal cooperation, the General meeting of agglomeration participants. These transformations will strengthen inter-municipal cooperation and create mechanisms for the study and solution of specific highly specialized agglomeration problems. The study may be useful for other Russian agglomerations.

The creation of this body is necessary to comply with Russian law.

ANALYSIS OF DISCLOSURE OF INFORMATION ON REMUNERATIONS OF EMPLOYEES OF OIL AND GAS BUSINESS STRUCTURES IN ENSURING ECONOMIC SECURITY
The main social resource and the factor for continuous activity of any company are its employees. The formation of a comfortable psychological climate in the workforce is necessary to ensure economic security of oil and gas business structures, which protects enterprises from numerous external and internal threats. The long-term development program for large oil and gas business structures is always aimed at increasing the efficiency of their economic security systems in order to realize the continuity of production functioning. One of the key priorities of the economic entity in the long term is to reduce the impact on its economic security from various risks and threats associated with employees of the enterprise. The study is to consider annual reports of a number of the largest Russian oil and gas business structures on employee benefits in order to strengthen economic security and the concept of corporate social responsibility (CSR).

EVALUATION CRITERIA FOR INTEGRATING SCIENTIFIC INSTITUTIONS IN THE NATIONAL INNOVATION SYSTEM
The system for evaluating the performance of scientific institutions and universities in Russia began in the early 2000s and it is currently in the process of formation. The search for the most rational evaluation criteria for the scientific process is one of the questions, the solution of which will allow us to assess the real situation in the subsystem of knowledge generation in the national innovation system of Russia. The purpose of the study is to develop evaluation criteria to integrate scientific institutions in the national innovation system. To evaluate existing evaluation approaches to scientific institutions, a comparative analysis was carried out. Using system analysis, the main elements of the national innovation system that interact with scientific institutions at various stages of the innovation process are identified. Based on the analytical assessment of the links between the elements of the national innovation system and scientific institutions according to the proposed criteria, recommendations have been developed to strengthen the integration of the subjects in question. For each stage of the innovation process in the scientific institution, it is proposed to use separate criteria: at the stage of “research and development” - the share of research and development work with the terms of reference, subjected to examination by representatives of industry and innovation; at the stage of “expertise” - the proportion of research and development work, the results of which are presented at conferences and published articles in peer-reviewed scientific journals; at the stage of “disclosure”, the share of research and development activities, the results of which went through the disclosure procedure and received legal protection; at the stage of “commercialization” - the share of protected results of intellectual activity used to create business entities, to implement licenses or to carry out supporting research and development work.

ON THE ISSUE OF URGENT, INCREASING AND FALLING RISKS OF ENTREPRENEURIAL ACTIVITY
A hypothesis about the high dynamism of the level of influence of entrepreneurial risks was considered. For research purposes, the following areas of entrepreneurial activity have been identified: production of automobile transport; construction; heavy industry; infrastructure; mining industry; industry; retail; technological entrepreneurship; transport and logistics. Based on the classical idea of external and internal sources of risk, such areas of the emergence of business risks as profitability and liquidity were established; technology; operational efficiency; strategy; compliance with requirements; human capital; height; reputation and ethics; labor protection, industrial safety and environmental policy; compliance risks. As a result, all risks were grouped according to the criteria of reducing and increasing their significance and impact stability. This grouping forms the basis for developing risk management models for diversified entrepreneurial structures, which will become the object of further research by the authors.

Theoretical approaches to strategic management of human resources are considered, taking into account the need to improve the system of public management of human resources of socio-economic systems under the influence of external and internal environment. The place and role of structural transformations in strategic management with their allocation as the dominant element in strategic management are determined.

PROVISION OF HALAL SERVICES AT THE HOTEL: FEATURES OF THE RUSSIAN MARKET
The practice of providing halal services in the global hospitality industry and in tourism is developing rapidly. Crescent Rating, a leading organization in the field of halal tourism, notes an annual increase in the number of halal travelers in the world and an increase in the reservation of online halal tours. One of the components of halal tourism is the availability of halal services in hotels. There are differences in the provision of halal services by hotels depending on their territorial affiliation and local culture. In the Russian Federation, a limited number of hotels offer halal services. The purpose of this study is to analyze the provision of halal services in Russian hotels. Research methods include a review of the scientific literature, analysis of web resources of Russian hotels providing halal services, and conducting semi-structured interviews with experts in the field of halal tourism and hospitality. The results of the study led to conclusions about the features of the provision of halal services in Russian realities.

PROBLEMS OF REPUTATION RISK ANALYSIS IN ENTREPRENEURIAL ACTIVITY
The urgency of the problem of monitoring and managing reputation risk is due to the simultaneously increasing importance of public opinion in the context of digital media development, the complexity of assessing corporate reputation and its high degree of vulnerability. Over the past few years, technologies for monitoring reputation have been actively developing, which allow us to monitor changes in the information field regarding the perception of the company and its brand. The purpose of the study is to study modern approaches to assess reputation risk and problematic aspects of the qualitative and quantitative analysis of this type of risk. Systematization of the results of foreign and domestic studies made it possible to identify the main problems and determine the components of reputation risk analysis.

STATISTICAL ANALYSIS OF REPRODUCTIVE HEALTH FEATURES OF THE POPULATION IN THE RUSSIAN FEDERATION
The relevance of the study is due to key tasks of overcoming depopulation and ensur-ing the reproduction of human potential of the Russian Federation. The purpose of the study is to conduct a comprehensive economic and statistical analysis of reproductive health features in regions. The results of the study of spatial, structural-dynamic and socio-economic features of reproductive health of the population are presented. The multi-factorial statistical study of foundations of reproductive health of citizens is determined. The inter-regional differentiation by the level of differences in the context of reproductive health of the population is assessed and analyzed.

TO THE QUESTION OF EVALUATING THE LOAN POSSIBILITY OF COMMERCIAL ORGANIZATIONS BY BANKS OF THE RUSSIAN FEDERATION
The theoretical aspects of the creditworthiness of commercial organizations are considered: the concept, the goals of the bank`s assessment, the evaluation criteria and indicators reflecting the financial condition of the borrower. The positive sides and shortcomings of methods used by banks to assess borrowers` creditworthiness - legal entities are identified. The interrelation and interdependence of the borrower`s creditworthiness and credit risk of the bank are reflected. Credit risk indicators of the Russian banking sector are analyzed. Directions for improving existing banking methods for assessing borrowers` creditworthiness - legal entities are formulated in order to more fully and comprehensively analyze the borrower`s ability to repay a loan in a timely manner.

When issuing a loan, it is important to assess the creditworthiness of a potential borrower in order to make an informed decision on providing a loan and establish optimal lending conditions, taking into account the level of credit risk; in the process of servicing a debt by a borrower, an assessment of his creditworthiness is necessary to determine the prospects for repaying a loan and to prevent loan defaults; in domestic practice, the borrower`s creditworthiness is one of the important criteria for creating a reserve for possible losses on loans, since it determines the level of credit risk, and therefore the amount of provision in case of loan default.

INFLUENCE OF FINANCIAL LITERACY OF THE POPULATION ON THE STRUCTURE OF FINANCIAL RESOURCES OF HOUSEHOLDS
The relevance of the study is to carry out a deep analysis of objective information about the level of financial literacy (FG) of the population in order to identify its impact on the structure of financial resources of households. The study presents the preliminary results of the interim study on assessing the financial literacy of residents of the Ural Federal District based on the analysis of questionnaires. Questionnaires were compiled by the author based on the FG assessment methodology. This methodology is recommended by member countries of the Organization for Economic Cooperation and Development (OECD) and adapted by the Ministry of Finance of the Russian Federation for respondents using income levels as a cate-gorical feature. A structural analysis of sources of income and distribution of financial re-sources of households based on objective materials of the Federal State Statistics Service (FSGS) of the Russian Federation and the analytical center of the National Agency for Finan-cial Research (NAFI) is carried out. The author`s hypothesis about the influence of the level of financial literacy of the population on the structure of financial resources of households was confirmed.
