SOFTWARE IMPORT SUBSTITUTIONBASED ON SUSTAINABLE DEVELOPMENT AND COMPETITIVE RECOVERY OF THE REGION
The paper analyses import substitution as an essential element of economic policy and an instru¬ment for achieving the main objectives of the national economy — competitive recovery of domestic enterprises and sustainable development of the country. Problems of sustainable development of socio-economic and ecological systems have been the focus of international, national organizations and scientists and have been subjected to various studies. And still theoretical and methodological basis for sustainable development of the regions in its relationship with the problems of competi-tiveness and import substitution hasn’t been developed well.

ECONOMIC AND MATHEMATICAL MODELING OF FACTORS OF SOCIAL AND ENVIRONMENTAL RISKS IN AREAS OF DEVELOPMENT
The paper reveals the problem of forming an effective approach to the modeling of the integral index of social and environmental risk in development of urban areas’ scenarios. It is necessary to use a socio-ecological model of the integral risk index and analyze ways to convolute private indicators and consider the possibility of taking into account multiple risk factors. The result of the research is scientific justification to use multiple-choice models in order to develop the integral index of social and environmental risk area.

COMPETITION AND SOLIDARITY IN NEW TERRITORIAL COMMUNITIES
The paper illustrates the results of the first stage of sociological research of new suburbs in a number of Russian cities, which are places of mass building and residence of the middle strata of society. The authors make conclusion about the origin of a new suburban special form of social solidarity and creation of a social environment that is different from protection of traditional areas of big cities.

ASSESSMENT OF SUSTAINABLE DEVELOPMENT AT INDUSTRIAL ENTERPRISES AS A SOCIAL, ENVIRONMENTAL AND ECONOMIC SYSTEM
Based on assessment of social, environmental and economic subsystems the paper illustrates a method to assess sustainable development at enterprises using a generic (integral) Index. The author represents the steps to develop methodology for assessing social, environmental and economic development in accordance with international recommendations, and proves the importance of each subsystem. Special attention is paid to interpretation of thresholds in integrated assessment of sustainable development at industrial enterprises.

PRICE INDEX DISCRIMINATION AND MARKET-DOMINANT FIRMS IN THE MARKET OF ENERGY COMMODITIES
The paper represents approaches to define indicators of price discrimination on the basis of analyzing the behavior of the dominant firm in the markets of energy commodities. It is proved that indicators, that determine price discrimination, should consider the possibility of establishing "price corridor" for different consumer groups, as well as different prices in a seasonally changing elasticity of demand.

ECONOMIC-MATHEMATICAL METHODS DEFINING INSURANCE STOCKS OF CONSTRUCTION MATERIALS
The paper illustrates the ABC-analysis of construction materials according to their share of the material costs in construction companies. The author suggests economic-mathematical model for predicting stocks of other construction materials and its confidence interval as safety stock. The article analyzes mathematical and statistical methods, calculates safety stock of basic construction materials taking into account the law of distribution volumes of their deliveries.
