| THEORY OF ECONOMICS | | | Geraskin M.I., Porubova P.V. | | THE TREND DYNAMIC ANALYSIS OF MACROECONOMIC INDICATORS OF THE RUSSIAN FEDERATION | The identification of long, regular trends of macroeconomic dynamics is a necessary condition for forecasting the economic situation and developing a development strategy. The purpose of this study was to develop mathematical models for describing and analyzing long-term trends in macroeconomic indicators of the Russian Federation (RSFSR). The modeling was carried out on the basis of regression analysis of statistical data on the majority of indicators for the period 1956-2014, and GDP for a longer period. As a result, trend models of GDP, fixed capital, investments and a number of structural macroeconomic indicators (the retirement rate of fixed capital, the rate of employment, labor productivity, return on capital, the rate of accumulation) have been formed, the analysis of which has confirmed their adequacy to the approved concepts of the labor-saving scientific and technological progress and the high-cost form of the reproduction process. A model is proposed for assessing the level of the scientific and technological progress as the rate of change in the ratio of return on assets and the rate of accumulation, the analysis of which has showed a correspondence between the cyclical nature of macroeconomic indicators and the dynamics of the scientific and technical progress.

| REGIONAL ECONOMY | | | Khasaev G.R., Sadovenko M.Yu. | | IS THE URBAN BIOSPHERE RESERVE - A “THEATER OF RECONCILIATION OF HUMAN AND NATURE” OR A PROBLEM IN THE MANAGEMENT OF SUSTAINABLE DEVELOPMENT OF THE CITY? | The purpose of this study is to identify the problems and principles of transition from the theory of UNESCO biosphere reserves to the practice of territorial development of the cities of the Russian Federation based on the purpose and functions of the urban biosphere reserve. Unlike the works of foreign authors, who regard it as an “invariant of the classical biosphere reserve,” the study defends the point of view of the urban biosphere reserve as an organizational form of the sustainable city development. A distinctive (from the definition, proposed by UNESCO) functional definition of the urban biosphere reserve is introduced in the work. The scientific novelty of this research is to establish a constructive approach to sustainable development at the municipal level: not to eliminate the pressure of cities on the environment, but to form socio-ecological objects in programs for realizing the city`s functions of the urban biosphere reserve-its preservation, development, and material support. For the first time the urban biosphere reserve is considered in the structure of urban development tools and the transfer of principles, previously delegated to ecological territories (in particular, the integration of social, economic, environmental development processes) into the urban environment. For the first time in the domestic literature, a comparative analysis of case studies of the relationship between “biosphere reserve-city” has been carried out, which compares the results of four groups of scientists from the cities of South America, South Africa, South Korea and the United States. All the results obtained are divided into “problematic” and “implementation” ones. The problem of actual implementation of the promising form of sustainable development of the “urban reserve” has been identified: the absence of a single subject of economic activity (unlike the traditional problem of “harmonization of interests” advocated by researchers in UNESCO programs). The implementation result of this research is to determine the type of zoning of the urban biosphere reserve: as a “functional-spatial” one (as opposed to territorial zoning). The research used methods of historical and normative analysis, the functional level of system analysis (for the process of sustainable development). The area of the results obtained: emerging theory and practice of sustainability science, urbanistics, management of territorial development.

In order to harmonize entrepreneurship development, the author justifies the expediency of dividing the country into regions and micro-regions. For this purpose, the territory of the Republic of Tajikistan is divided into 5 regions and 8 micro-regions within 4 regions (except for Dushanbe). It is noted that harmonization of entrepreneurship development in the regions is impossible without harmonious development and functioning of such interrelated and mutually-conditioned components of the region as institutional, economic-economic, natural-ecological and social ones.

Clear guidelines for the future of small innovative entrepreneurship in Russia increase the opportunity to activate and increase the effectiveness of scientific and technical activities of the business sector, which will ensure the competitive position of the Russian economy in the world arena.
The method of foresight allows long-term forecasting of scientific and technological development of small innovative entrepreneurship using expert opinion. Foresight as a whole group of methods for a long-term forecasting of small innovative entrepreneurship is focused on global issues of innovation development of entrepreneurship, that is, this method is characterized by its wide scale.
The advantage of using the foresight technique in forecasting the development of small innovative entrepreneurship is the possibility of forming scenarios for the development of this economic sector, on the basis of which it is necessary to choose the vector of state regulation of small innovative entrepreneurship in the most successful direction for the development of the entrepreneurial initiative.
A problematic aspect of the foresight methodology in the conditions of functioning of the modern Russian economy is the insufficiently stable economic situation both inside the country and in the world, which can provoke a sharp change in the vector of budget, tax, innovation and other components of the state economic policy.
The purpose of the article is to characterize the advantages of using the foresight technique in forecasting the development of small innovative entrepreneurship.

The economic-mathematical model of operational-calendar plans is presented, the basis of the method is the system of priorities for the output of labor objects. The core elements of this system are the group rhythm of output, the laboriousness of the work, the degree of importance and the amount of working capital.
The materials of this article are of practical value for dispatching services of industrial enterprises and specialists who are engaged in the development of operational planning for production and fixing of labor objects for workplaces. The proposed system of priorities forms the basis of the operational-calendar planning algorithm, taking into account the principles of the concept of lean production.
