THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF THE ECONOMIC STATE POLICY DEVELOPMENT
The article illustrates approaches to determine the essence of the state economic policy. The subject-object specificity of this sphere is determined, and the goal-setting of the policy is outlined. The author formulates key principles for the state economic policy development in modern conditions, and suggests a corresponding theoretical and methodological conception.

Highlights: the theoretical and methodological conception of the development of the state`s economic policy, combining its essential characteristics, hierarchy of goals, development principles, subject-object specificity; on the basis of the retrospective analysis, four approaches to the consideration of the essence of the economic policy of the state are refined; the system analysis made it possible to identify key principles for the formation of the state`s economic policy - systemic, temporary lag, harmonization of interests, "framework", subsidiarity of authorities, scientific character, socialization of the economy, efficiency of activities.

CUSTOMS ADMINISTRATION IN REDUCTION CONDITIONS OF FOREIGN TRADE OF THE RUSSIAN FEDERATION
The author analyzes the role of the customs service as an instrument of state influence on economic growth through regulation of external trade flows.

Highlights: the analysis of the main theoretical approaches to justify the mechanism of the impact of foreign trade on economic growth is carried out; the role of the customs service in regulating international trade flows is outlined; the main current problems while choosing the tactics of customs administration are highlighted, and a vector of their overcoming is indicated.

PROJECT MANAGEMENT AS A STIMULATION TOOL OF ACTORS’ INNOVATIVE ACTIVITY OF THE REGIONAL INNOVATION SYSTEM
The essence of project management in the public sector is considered, the features and role of the project approach at the regional level are revealed. The main practices of implementing project management in Russia are revealed, a model for implementing project management of the regional innovation system is proposed to enhance the interaction of the scientific and educational sector, the state and business.

MULTIPLE PERIPHERY OR TO THE QUESTION ON THE TYPOLOGY OF PERIPHERAL REGIONS
A brief review of the studies of peripheral territories in economic science and economic geography is given. The conclusion is made about the need to generalize the accumulated knowledge about the periphery. The authors generalize typologies of peripheral regions developed in the works of domestic and foreign scientists, taking into account the provisions of the “center-periphery” theory, spatial development theories and the theory of peripheral economy; the authors suggest a vision of the types of peripheral territories based on the dynamics of their position in the “center-periphery” system. It is noted that typologies of peripheral regions, which can change under the influence of various factors, are applicable not only in theory, but also in management practice. Prospects of this study are related to clarifying the content of the concepts of “periphery”, “peripheral territory”, “peripheral region”, as well as peripheral criteria.

Launhardt`s theory of the rational standort of the industrial enterprise, A. Weber`s theory of industrial standort, V. Kristaller`s theory of central places, A.Lesch`s theory of spatial organization of the economy, the theory of growth poles, etc.). From the standpoint of the latter, the periphery can be viewed as a component of a polarized economic space, which in turn makes it possible to justify a multiscale approach to its study" the periphery is a special economic phenomenon, the research of which is still far from its completion, requires the generalization of accumulated knowledge through the use of the typology method; the analysis of domestic and foreign scientists has made it possible to identify several types of periphery: internal and external, horizontal and vertical, deep and contact, periphery at the macro, meso- and micro levels, and also suggests such a basis for its typology, as the dynamics of the territory`s position change in the national system of "center-periphery".

CLUSTER APPROACH IN INNOVATION AND INVESTMENT DEVELOPMENT OF INDUSTRIAL ENTERPRISES
The issues of investment development of industrial enterprises are studied on the basis of identifying priority industries in the conditions of economic modernization. The authors consider the development problems of the investment industrial policy of the region. The advantages of the cluster approach to innovative and investment development of industrial enterprises are revealed.

FORMATION OF APPROACHES TO THE DEVELOPMENT OF FORECASTING METHODOLOGY OF INNOVATION ACTIVITY
The authors analyze the existing forecasting methods of innovation activity, and reveal their advantages and disadvantages. The systematization of methods is carried out depending on the strategy of innovation development and objectives of innovation policy.

Highlights: the progressive forecasting system is a basis for effective management of innovative development that makes it possible to use existing resources efficiently, to determine the priorities for introducing innovations, to analyze and timely identify sources of innovative opportunities; to improve the accuracy of forecasting, it is necessary to use a set of qualitative and quantitative methods based on the analysis of existing and predicted changes, since all methods are complementary, each takes into account one or another feature of the innovation process and aims to solve certain problems; methods have different ability to identify sources of innovative opportunities, which has a direct impact on the nature of innovation policy; the distinctive feature of the leading innovation policy is the constant identification of innovative opportunities based on the analysis of a wide range of predicted changes, taking into account the cross-influences of innovation trends, the problems of interaction of participants in the economic system; a combination of technological foresight and quantitative methods will ensure the creation of the system for forecasting innovations that allows identifying and shaping the trends of innovative development.

APPROACHES TO SUPPORT SMALL AND MEDIUM-SIZED INNOVATIVE BUSINESS IN THE REPUBLIC OF BASHKORTOSTAN
The problems of the insufficient development of small and medium-sized innovative entrepreneurship in the Republic of Bashkortostan are considered. It is proved that stimulating youth entrepreneurship is a necessary criterion for the development of innovative business.

CONCEPTUAL SIMULATION OF STRATEGIC COMPETITIVENESS OF HUMAN CAPITAL
The article illustrates the conceptual modeling process of strategic competitiveness of human capital as a mechanism for achieving the most favorable interaction between the object and the subject of management in the context of strategic management. Three interrelated conceptual models of strategic competitiveness of human capital are presented and described.
