STATE SUPPORT FOR SMALL AND MEDIUM-SIZED ENTERPRISES: ACTIVITY OF MICROFINANCE ORGANIZATIONS IN THE REGIONS OF RUSSIA

The study examines an important problem of supporting small and medium-sized businesses in Russia on the basis of microfinance. The purpose of the study is to evaluate indicators describing the activity of microfinance lending systems for small and medium-sized enterprises (SMEs) in the regions of Russia. The study used official statistics on the number and amount of microloans issued to SMEs in all regions of Russia in 2018. The article considers the following relative indicators: the number of microfinance loans per 1000 SMEs, the amount of microloans per 1 resident of the region, the amount of microloans per 1 SME, the average value of 1 microloan. The assessment of these indicators for all regions of the country is given, their average values and intervals of change typical for most regions are determined, and regions with high and low values of these indicators are identified. The considered methodology and developed tools (functions) can be used in further scientific works devoted to microfinance issues. The results of the study can be used by state and regional authorities in the formation and implementation of measures to improve the financing of the business sector. The developed models can be taken into account when determining the need for support of entrepreneurs in regions where the business sector is not developed. The obtained data can be used in the process of training bachelors and masters in universities. Highlights: ♦ methods for evaluating 4 relative performance indicators of microfinance organizations in the regions of Russia using economic and mathematical modeling is proposed; ♦ functions that approximate the current distribution of the number of microfinance loans per 1000 SMEs, the amount of microloans per 1 resident of the region, the amount of microloans per 1 SME, the average value of 1 microloan are developed; ♦ the average values of the considered indicators for all regions of Russia according to official statistical information for 2018 are presented; ♦ a comparative analysis of 4 studied indicators by regions of the country was carried out.
