Theoretical approaches to strategic management of human resources are considered, taking into account the need to improve the system of public management of human resources of socio-economic systems under the influence of external and internal environment. The place and role of structural transformations in strategic management with their allocation as the dominant element in strategic management are determined. Highlights: in the practice of human resource management there is a strong mutual influence of strategic management and its structure; while improving management systems, it should be borne in mind that structural transformations, according to certain criteria, are specific management technology as a regulated set and sequence of actions aimed at a predetermined (predicted) result.
