REFORM OF THE MANAGEMENT MODEL OF SAMARA-TOLYATTIN AGLOMERATION
Samara-Tolyatti agglomeration (STA) concentrates 86% of the population and more than 80% of the production potential of the Samara region, which determines its most important value in the socio-economic development of the region. Agglomeration effects in interactions of the population, enterprises and municipalities allow Samara-Togliatti agglomeration to develop dynamically. However, an increase in the concentration of resources leads to specific problems that impede the development of this agglomeration. To maintain the agglomeration effect and reduce the effects of deconservation, an effective management system is required. Based on the results of the study, it is proposed to reorganize the existing contractual management model of Samara-Togliatti agglomeration: to supplement the management model of the Inter-municipal project office, the Regional agglomeration fund to stimulate inter-municipal cooperation, the General meeting of agglomeration participants. These transformations will strengthen inter-municipal cooperation and create mechanisms for the study and solution of specific highly specialized agglomeration problems. The study may be useful for other Russian agglomerations.

Highlights:
a strategic analysis of STA development prospects allowed us to identify its bottlenecks and threats, to assess the benefits and agglomeration problems;
the existing management model of Samara-Togliatti agglomeration has several disadvantages: underdevelopment of inter-municipal cooperation, lack of an executive body in the agglomeration development management structure, lack of a mechanism for solving agglomeration problems, etc. In addition, there is doubt about the compliance of the existing model with the requirements of Russian law;
it is proposed to create an Inter-municipal project office as a constantly operating management body that provides assistance in solving specific agglomeration problems;
it is proposed to create a Regional agglomeration fund to stimulate inter-municipal cooperation. The financial incentives for the implementation of agglomeration projects can increase the interest of local government in agglomeration;
It is proposed to create a General meeting of agglomeration participants. The creation of this body is necessary to comply with Russian law.
