THE SHADOW ECONOMY AS A CONTAINING DEVELOPMENT FACTOR OF THE NATIONAL INTERESTS OF THE STATE

Russia`s economic security is a strategic priority for development. Among the internal threats to the interests of the state are the presence and spread of the shadow economy, which forms the environment for the emergence and development of crime, which has a detrimental effect on healthy competition, leads to a decrease in investment flows, forms corrupt relations in sectors and spheres of the national economy, reduces confidence in the government and contributes stratification of society. The shadow economy as a deterrent to the development of national interests of the state is accompanied by an increase in unemployment, as well as a reduction in incomes and living standards. At present, Russia is among the top five countries with the largest share of the shadow economic sector. The corruption of government officials, permeating virtually all spheres of public life, is causing serious damage to the economy. Of particular concern and discontent of the population is the increase in corruption in social spheres, such as education and health care. The study, which revealed the leaders of the informal sector in the industries, construction, agriculture, trade and transport in the regions of the Russian Federation, allows us to conclude that the main task of legislative and executive authorities at various levels is to reduce the shadow economy in all areas of the national economy of the country. Highlights: the main factors affecting the distribution and development of the shadow economy in Russia are analyzed; the indicators of the informal economy by branches of the national economy are disclosed; the negative impact of the shadow economy on the level of economic security of the country, society and the individual is established; the importance of public administration methods in counteracting the shadow economy is substantiated.
