HUMAN CAPITAL IN THE MODEL OF FACTORIAL ANALYSIS OF STRUCTURAL CHANGES IN THE ECONOMY

The article illustrates the factor analysis of structural changes in the economies of Russia and Norway in the framework of the model "primary-secondary-tertiary sectors" in view of their specialization in exports of raw materials. Development of systems of regression equations for the sectors of these countries’ economies allowed quantifying the dynamics of added value for the period 2000 - 2014 years by sectors and economic activity and making their comparison. It is proposed to carry out special policies to overcome the dependence on commodity exports by stimulating the reproduction of human capital through priority funding of science and education.
