SMALL BUSINESSES DEVELOPMENT IN RUSSIA IN THE COORDINATES "INSTITUTES - RESOURCES"
The article analyzes the influence of resource and institutional factors on development of small businesses in the pre-crisis and post-crisis periods. It is shown that the quality of the institutional environment is becoming a significant factor in development of small businesses in times of economic slowdown or recession. In a phase of economic growth the ongoing development of a small business can be carried out under the negative institutional changes.
