PROBLEMS OF TARGET ACHIEVABILITY ESTIMATION IN STRATEGIC PLANNING OBJECTIVES OF REGIONAL DEVELOPMENT
The article considers different characteristics of strategic and indicative planning, applied on the regional level, as well as the problem of target achievability estimation in strategic planning objectives; the catalogue of solution tools is provided. The main stages of strategic planning are defined on the basis of practical experience of forecasting analytical systems worked out for governmental authorities in the integrated regional research laboratory of SSUE.
