FORMATION OF THE SYSTEM OF AIMS AND TASKS OF PROGRAMS OF SOCIAL AND ECONOMIC DEVELOPMENT OF THE REGION
The author shows how the system "goal - the method of achieving the goal" is applied for the grounded formation of the aims and tasks of the programs of social and economic development of the region, when the program goals and tasks are coordinated, and local goals do not substitute the valued ones. Great emphasis is paid to evaluating the ability to accomplish strategic qualitative goals of the programs of social and economic development of the country and regions.
