The underestimation of the importance of investment in the social sphere finally wrenches the economic strategy of the states. The experience of many countries, the proper economic policy - all this is not only the achievement of current indices, showing the current state of budget, the level of capital investments or inflation, but also social aims such as the growth of employment, the decrease of poverty, supporting the high quality of public health service and education.
