METHODOLOGICAL APPROACHES TO ESTIMATE THE EFFECTIVNESS OF SOCIAL EXPENSES
In this article methodological approaches to an estimation of productivity and efficiency of budgetary charges in social sphere are considered. The essence and importance of the minimal social standards in the organization of the mechanism of social charges financing are described. The system of criteria of estimating productivity and efficiency of social charges, and also principles on which it should be based are offered. On the basis of the analysis of methods of efficiency measurement of the state expenditure is offered to use each of the methods with reference to a concrete object of estimation.
