AN ESTIMATE OF THE INFLUENCE OF TARIFF POLICY ON THE HOUSING AND COMMUNAL COMPLEX ON THE BUDGETS’ STATE AND STRUCTURE OF THE MAJOR SUBJECTS OF ECONOMIC RELATIONS
The paper analyses the active legislation of Russian Federation determining the relationships between the subjects in the housing and communal complexes. The concept “communal services consumer” is specified. The conceptual model of financial flows between the major subjects of the economic relations in the housing and communal complex was built and expressions which were taken out allowing us to estimate results of the tariff changes on the housing and communal services for their budgets. The regression models were made which described the influence of tariff changes on the communal resources for the enterprises of the housing and communal complex on the price level of the housing and communal services for the population. Econometric model of influence’s analysis of tariff policy in the housing and communal complex on the price level of the goods (products and services) was built.
