ABSORPTION OF THE MIGRATORY POLICY IN A SYSTEM OF SOCIAL DEVELOPMENT WHEN THERE IS EFFECTIVE FUNCTIONING OF THE LABOUR MARKET
The article illustrates interaction of levels of social policy. Integration of the federal and regional social policy components, possibilities of the growth of economy on the basis of socially focused tactics of migratory policy. Tools of policy taking into account interests the several parties: the states, labour market and the individual. In the conclusion it is necessary to accentuate priorities of state regulation for the creation of the social buffer for citizens. Original history and international experience is used to describe labour market functioning.
