Анализ современных тенденций развития предпринимательства в Западной Африке: тренды и особенности Мали

В статье анализируются современные тенденции развития предпринимательства в Западной Африке в 2022–2025 гг. с фокусом на Мали. Показано, что после замедления венчурного рынка усиливается смещение от долевого финансирования к альтернативным инструментам (долговые сделки, конвертируемые ноты, синдикаты, гранты и гарантии), а ключевым драйвером предпринимательской активности становится финтех. Распространение мобильных денег, цифровых кошельков и отдельных блокчейн-сервисов снижает транзакционные издержки МСП, ускоряет оборот и формирует «цифровой след», повышающий доступ к финансированию в условиях слабости традиционной банковской инфраструктуры. На примере Мали раскрывается парадокс устойчивости: при политико-институциональной нестабильности и изменении режима региональной интеграции предпринимательская экосистема сохраняет потенциал роста за счет компенсаторных механизмов – цифровых финансовых решений, сети инкубаторов и программ государственной/донорской поддержки. Рассматриваются инструменты и целевые группы программ PAFEEM, PACEM, INCLUSIF, FACEJ, ориентированных на молодежь и женщин, развитие цифровых навыков, экспортную конкурентоспособность и доступ к финансированию. Отдельно выделяется инфраструктурный фактор: дефицит электроэнергии остается барьером для масштабирования МСП, однако проекты распределенной солнечной генерации и мини-сетей формируют новые предпринимательские ниши и повышают устойчивость бизнеса. Делается вывод, что сочетание финтеха и распределенной энергетики создает устойчивую инфраструктурную опору для бизнеса, позволяя предпринимательству в странах Сахеля развиваться даже при сохраняющихся политических и инфраструктурных рисках.
