В статье проводится исследование актуальных проблем бюджетной политики субъектов Российской Федерации. Данный вопрос является достаточно актуальным на сегодняшний день, поскольку российская экономика развивается в сложных внешнеэкономических и политических условиях, которые вызывают разбалансированность бюджетов всех уровней бюджетной системы страны. Это определяет содержание бюджетной политики регионов, которые вынуждены изыскивать средства на покрытие формирующегося долгое время бюджетного дефицита, наращивать объемы государственного долга и при этом выполнять принятые на себя расходные обязательства по обеспечению достижения приоритетных целей социального и экономического развития. Цель настоящей статьи состоит в выявлении актуальных проблем бюджетной политики субъектов РФ и в определении основных направлений их решения. В ходе исследования определена экономическая сущность бюджетной политики регионов, проведен анализ основных параметров субфедеральных бюджетов на предстоящий бюджетный цикл, оценены основные бюджетные показатели Самарской области, сформулированы проблемы бюджетной политики на региональном уровне, обозначены направления развития бюджетной политики субъектов РФ. Основными сложностями формирования региональной бюджетной политики в современной России являются несбалансированность бюджетов, рост долговых обязательств субъектов РФ, уменьшение возможностей привлечения трансфертов из федерального центра, неэффективное управление бюджетным процессом.
This scientific article investigates the current problems of budget policy in the subjects of the Russian Federation. This issue is quite relevant today, since the Russian economy is developing in difficult foreign economic and political conditions, which cause an imbalance in the budgets of all levels of the country's budget system. This determines the content of the budget policy of the regions, which are forced to find funds to cover the budget deficit that has been forming for a long time, increase the volume of public debt, and at the same time fulfill their assumed expenditure obligations to ensure the achievement of priority goals of social and economic development. The purpose of this article is to identify current problems of the budget policy of the subjects of the Russian Federation and to determine the main directions for their solution. In the course of the study, the economic essence of the budget policy of the regions was determined, the analysis of the main parameters of subfederal budgets for the upcoming budget cycle was carried out, the main budget indicators of the Samara Region were assessed, problems of the budget policy at the regional level were formulated, and directions for the development of the budget policy of the subjects of the Russian Federation were designated. The main difficulties in the formation of the regional budget policy in modern Russia are the imbalance of budgets, the growth of debt obligations of the subjects of the Russian Federation, the reduction of opportunities for attracting transfers from the federal center, and ineffective management of the budget process.
