В статье обоснована актуальность развития инновационно-технологической деятельности промышленных предприятий в регионе, систематизированы категориальный аппарат, сильные стороны и сдерживающие факторы, проведен анализ состояния инновационно-технологической сферы в Саратовской области, разработаны рекомендации по ускорению данного процесса на основе кластеризации. Цель работы на основе теоретического исследования и эмпирического анализа инновационнотехнологической деятельности в Саратовской области выявить проблемы и обосновать предложения по формированию регионального инновационного кластера промышленных предприятий. Задачи работы: обоснование актуальности развития инновационно-технологической деятельности промышленных предприятий в субъектах Федерации, уточнение категориального аппарата по рассматриваемой проблеме, анализ состояния инновационной сферы в Саратовской области, определение содержания регионального инновационного кластера предприятий. Предметом работы являются организационно-экономические отношения, возникающие в процессе развития инновационно-технологической деятельности предприятий на основе региональной кластеризации. В процессе исследования были применены диалектический метод познания, системный, процессный, сравнительный, экономико-статистический анализ. Результаты исследования: уточнено содержание ключевых экономических категорий, выявлен комплекс факторов, сдерживающих инновационно-технологическое развитие регионов, в том числе Саратовской области, предложены рекомендации по формированию кластерной модели инновационно-технологической деятельности предприятий.

This article substantiates the relevance of developing innovative and technological activities of industrial enterprises in the region, systematizes the categorical framework, identifies strengths and constraints, analyzes the state of the innovation and technological sphere in the Saratov Region, and develops recommendations for accelerating this process using clustering. The purpose of this work is to identify problems and substantiate proposals for the formation of a regional innovative cluster of industrial enterprises based on a theoretical study and empirical analysis of innovative and technological activities in the Saratov Region. Objectives of the work: to substantiate the relevance of developing innovative and technological activities of industrial enterprises in the constituent entities of the Russian Federation, to clarify the categorical apparatus for the problem under consideration, to analyze the state of the innovation sphere in the Saratov Region, and to determine the content of the organizational and economic mechanism for managing a regional innovative cluster of enterprises. The subject of the work is the organizational and economic relations arising in the process of developing innovative and technological activities of enterprises based on regional clustering. Research methods: dialectical method of cognition, systemic, process, comparative, and economic-statistical analysis. Research results: the content of key economic categories has been clarified, a set of factors hindering innovative and technological development of regions, including the Saratov Region, has been identified, and recommendations for the formation of a cluster model of innovative and technological activities of enterprises have been proposed.
