Энергетический переход, цифровизация, экологическое регулирование и развитие новых технологий определяют перспективы формирования и дальнейшего развития общего энергетического рынка. В статье рассматриваются институциональные механизмы обеспечения энергетической безопасности стран Евразийского экономического союза с акцентом на развитие инфраструктуры и оптимизацию процессов производства сжиженного природного газа. Использовались стандартные методы научного познания, такие как наблюдение и описание, моделирование, а также статистический анализ данных. Выявлены ключевые институциональные барьеры и предложены меры по формированию эффективной нормативно-правовой и организационной базы общего энергетического рынка. Особое внимание уделяется вопросу согласования национальных интересов и механизмов интеграции в контексте обеспечения устойчивости и сбалансированности энергетических потоков. Целью настоящего исследования является разработка институциональных основ обеспечения энергетической безопасности стран Евразийского экономического союза через развитие сферы производства сжиженного природного газа. В рамках достижения намеченной цели решаются задачи анализа текущего состояния и сценарного прогнозирования производства сжиженного природного газа, оценки интеграционного потенциала, а также выработки предложений по институциональному развитию отрасли. Научная новизна заключается в применении трехсценарного подхода на основе регионалистских теорий и интеграционного анализа применительно к рынку сжиженного природного газа.
The energy transition, digitalization, environmental regulation, and the development of new technologies determine the prospects for formation and further development of the common energy market. This article examines institutional mechanisms for ensuring the energy security of the Eurasian Economic Union (EAEU) member states, with a focus on infrastructure development and optimization of liquefied natural gas (LNG) production and consumption processes. The research employs standard scientific methods, such as observation and description, modeling, and statistical data analysis. The key institutional barriers are identified, and the measures are proposed for formation of an effective regulatory and organizational framework for the common energy market. Particular attention is given to the alignment of national interests and integration mechanisms in the context of ensuring sustainability and balance of energy flows. The aim of the study is to develop institutional foundations for ensuring the energy security of EAEU countries through advancement of LNG production and consumption. To achieve this aim, the study addresses the tasks of analyzing the current state and scenario-based forecasting of LNG production, assessing integration potential, and formulating institutional development proposals for the industry. The scientific novelty lies in the application of a three-scenario approach based on regionalist theories and integration analysis, specifically adapted to the LNG market context.
