Инвестиционная политика является важнейшим инструментом воздействия государства на экономическое развитие страны. В текущих условиях, когда необходимость в инвестициях в реальный сектор экономики становится очевидной, правительство уделяет большое внимание созданию благоприятных условий для иностранных и внутренних инвесторов. Актуальность статьи вызвана важностью анализа реализации государственной инвестиционной политики в ретроспективе и исследования опыта государственной поддержки инвестиций. Это поможет лучше понять современные инвестиционные процессы и разработать более эффективные стратегии их развития. В статье рассматриваются меры поддержки инвестиционной деятельности, охватывающие реализацию государственной инвестиционной политики как в дореволюционный период, так и в эпоху СССР. Проведено исследование по привлечению иностранных инвестиций в российскую экономику и влиянию государственного регулирования на развитие инвестиционной активности, опираясь на исторический, сравнительный и причинно-следственный анализ. На основании полученных данных сделан вывод, что современная государственная инвестиционная политика имеет черты преемственности дореволюционного и советского инвестиционного законодательства. 

Investment policy is one of the most important instruments of the state influence on economic activity. In the current conditions, when the need for investment in the real sector of the economy becomes obvious, state authorities pay special attention to creating a favorable investment climate for both domestic and foreign investors. The relevance of the article is caused by the importance of analyzing the implementation of state investment policy in retrospect and studying the experience of state support for investments. Historical experience can certainly help to avoid mistakes in the regulation of investment activities based on examples of the government intervention in investment processes in different periods. The article is devoted to the measures of state support for investment activities, including the implementation of state investment policy in the pre-revolutionary period and the period of the USSR. Using the historical, comparative and causal analysis method, a study was carried out in the field of attracting foreign investments into the Russian economy, the impact of government intervention on the development of investment activities. Based on the data obtained, it was concluded that modern state investment policy in Russia has features of continuity of prerevolutionary and the Soviet investment legislation.
