В статье представлена оценка использования механизма целевого обучения с учетом проведенных законодательных изменений как инструмента обеспечения кадрами приоритетных отраслей экономики. Проанализированы причины недостаточной эффективности инструментов целевого приема и предложены пути решения выявленных проблем для устранения дефицита кадров в приоритетных отраслях экономики Самарской области. Согласно Стратегии социально-экономического развития Самарской области на период до 2030 года, среди основных и стратегически важных целей обозначены следующие: кадровое обеспечение ключевых отраслевых промышленных кластеров – автомобилестроительного, нефтехимического, аэрокосмического, агропищевого и др., а также субъектов малого и среднего предпринимательства и совершенствование системы целевой подготовки, профессиональной переподготовки и повышения квалификации востребованных на рынке труда квалифицированных кадров, способных повышать уровень своей квалификации в течение всей жизни и использовать в работе вновь приобретаемые компетенции. Выработка мер по совершенствованию механизма взаимодействия предприятий, вузов и абитуриентов Самарской области в рамках реализации механизма целевого обучения, направленного на полноценное кадровое обеспечение ключевых отраслей региональной экономики, будет содействовать закреплению квалифицированных кадров в регионе, снижению оттока молодежи из Самарской области, повышению статуса региона как конкурентного образовательно-производственного кластера России.
The article provides an assessment of the use of the government-sponsored training mechanism, according to the legislative changes that have been implemented, as a tool for staffing priority sectors of the economy. The reasons for insufficient effectiveness of admission tools are analyzed, and ways to solve the identified problems are proposed to eliminate staff shortage in the priority sectors of the Samara region economy. According to the Strategy for the Socio-Economic Development of the Samara Region for the Period up to 2030, the following goals were identified as the main and strategically important objectives: staffing the key industrial clusters, such as the automotive, petrochemical, aerospace, agrofood, and other sectors, as well as the small and medium-sized enterprises, and improving the system of government-sponsored training, vocational retraining, and advanced training for skilled workers in demand on the labor market, who are capable of lifelong learning and using their newly acquired competencies in their work. The development of measures to improve the mechanism of interaction between enterprises, universities, and applicants in the Samara Region as part of implementation of government-sponsored training mechanism aimed at providing full-fledged staff for the key sectors of the regional economy will help to retain qualified personnel in the region and reduce the outflow of young people from the Samara region, raising the status of the region as a competitive education and production cluster of Russia.
