Важным механизмом конвертации территориального капитала в конкурентные преимущества для приграничных регионов служит приграничное сотрудничество. В этой связи целью статьи является исследование конкретных кейсов приграничных регионов ЕС, оценка влияния приграничного сотрудничества на приращение региональной конкурентоспособности и отдельные характеристики территориального капитала, связанные с инновационным развитием приграничных регионов. Полигоном исследования выступают 10 европейских регионов уровня NUTS-2, входящих (по порядку следования) в перечень из 50 наиболее активных регионов данного территориального уровня по числу реализованных проектов приграничного сотрудничества в программном периоде 2014–2020 гг. Показано, что специфика использования европейскими регионами потенциала приграничного положения во многом определяется степенью заинтересованности сопредельных стран в реализации проектов приграничного сотрудничества при одинаково высоком значении совместной приграничной зоны для национальной экономики в целом. Концепция политики «снизу вверх», на которой основана идея приграничного сотрудничества в ЕС, позволяет активизировать сотрудничество между локальными сообществами, создавать новые ценности на региональном уровне: жесткие (новые компании, рабочие места, новые товары и услуги, объекты инфраструктуры) и мягкие (знания, квалификация и новые навыки местного сообщества), способные обеспечить экономическое и социальное развитие приграничных регионов.</p></abstract><trans-abstract xml:lang="en"><p>Regional competitiveness is determined not only by the physical and intangible assets of a territory, but also by the regional ability to convert them into economic growth and development. Border cooperation is an important mechanism for converting territorial capital into competitive advantages for border regions. In this regard, the article is aimed at studying specific cases of the EU border regions, assessing the impact of border cooperation on the increase of regional competitiveness and individual characteristics of territorial capital, connected with innovative development of border regions. The research is carried on the example of 10 NUTS-2 regions, included in the list of 50 most active regions by the number of implemented projects of cross-border cooperation in the programming period 2014–2020. It is shown that the specificity of the use of the potential of the border situation by EU regions is largely determined by the degree of interest of the neighbouring countries in the implementation of cross-border cooperation projects with equal importance of the joint border area for national economy as a whole. The concept of the «bottom-up» policy, on which the idea of cross-border cooperation in the EU is based, allows to intensify cooperation between local communities, create new values at the regional level: hard (new companies, jobs, new goods and services, infrastructure) and soft ones (knowledge, skills and new skills of the local community) capable of ensuring the economic and social development of border regions.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>приграничное сотрудничество</kwd><kwd>приграничный регион</kwd><kwd>территориальный капитал</kwd><kwd>конкурентоспособность</kwd><kwd>конкурентное преимущество</kwd></kwd-group><kwd-group xml:lang="en"><kwd>border cooperation</kwd><kwd>border region</kwd><kwd>territorial capital</kwd><kwd>competitiveness</kwd><kwd>competitive advantage</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Camagni R., Capello R.
