Статья посвящена анализу научно-технологического развития в региональном аспекте. Актуальность темы исследования обусловлена ужесточением санкций, применяемых недружественными странами, особенно в области технологического развития, что создает необходимость в поиске новых путей развития инноваций и обеспечения технологической независимости. Научная проблема, стоящая перед исследователями, заключается в необходимости системного подхода к анализу научно-технологического развития макротерритории с целью выявления основных факторов, которые могут стать препятствием для инновационного прогресса. Методологически исследование основано на системном подходе к анализу и оценке научно-технологического развития регионов, использованы методы экономического анализа, включая сравнительный анализ и обобщение. Авторами статьи проведен анализ текущего состояния и выявлены основные факторы, препятствующие развитию инноваций. Разработана концептуальная модель научно-технологического развития регионов, которая включает субъекты региональной инновационной деятельности и ключевые направления повышения региональной инновационной активности. На основе разработанной модели представлен комплекс мероприятий, направленных на стимулирование инновационной деятельности в Уральском экономическом районе. Предложенные меры имеют цель улучшить инновационную среду в регионе и способствовать научно-технологическому развитию.

The article is devoted to the analysis of scientific and technological development in the regional aspect. The relevance of the research topic is determined by the tightening of sanctions applied by unfriendly countries, especially in the field of technological development, which creates the need to find new ways to develop innovations and ensure technological independence. The scientific problem facing researchers is the need for a systematic approach to the analysis of scientific and technological development of the macroterritory in order to identify the main factors that can become an obstacle to innovative progress. Methodologically, the study is based on a systematic approach to the analysis and assessment of scientific and technological development of regions, using methods of economic analysis, including comparative analysis and generalization. The authors of the article analyzed the current state and identified the main factors hindering the development of innovations. A conceptual model of scientific and technological development of the regions has been developed, which includes the subjects of regional innovation activity and key areas for increasing regional innovation activity. Based on the developed model, a set of measures aimed at stimulating innovative activity in the Ural economic region is presented. The proposed measures are aimed at improving the innovation environment in the region and contributing to scientific and technological development.
