The core of neo-industrial structural shifts in the system of improving the economy`s resilience to external shocks

Abstract. The article presents an analysis of approaches to the study of the problem of deindustrialization of the Russian economy in the face of increasing external shocks, in comparison with similar processes abroad. The possibilities are considered how to overcome an de-industrial trend that has developed in the Russian economy during the period of market reforms, associated with the initiation of positive structural transformations aimed at expanding the share of the industrial sector and its technological modernization. The core of the neo-industrial structural shift in the economy is shown, in comparison with the de-industrial shift, their role in the process of forming the resistance to external shocks (anti-shock and shock-enhancing) is determined. The research methodology includes a structural analysis of the de-industrial and neo-industrial processes, the technological determinism of recreating the industry, the macroeconomic effect of the results of structural anti-shock measures of a neo-industrial nature, associated with entering the trajectory of sustainable growth. Particular attention in the article is paid to multifaceted and multilevel transformations of various types of the economic structure - the core of the neo-industrial shift, the phenomenon of which unites the core of the technological order and the structure of the economy.
