DIGITAL CODE OF DEVELOPMENT OF RUSSIAN REGIONS: IDENTIFICATION, MORPHOLOGY AND EVALUATION

The search for new sources of development of regions that are in dynamic economic conditions is relevant today. The authors believe that this problem can be solved by developing a code approach based on the idea that a region is a socio-economic territorial complex that has a multi-layer memory, on the basis of which the structure of the economic functioning of its society is reproduced, and also determines how its members interact and their connections. In the framework of this approach, the study presents the methodological features of the “dynamic” development codes of territories, their carriers, particular types of regional economies formed by these hereditary records. The authors concentrated their attention on the morphology of the digital “dynamic” code of economic development of the region, which now has a positive dynamic of change. The main elements analyzed are: the digitization code of production, the digitization code of the population, the digitization code of power. Digitization of society as a dynamic code for the development of the territory is, according to the authors, the potential of the region to integrate new digital processes. Therefore, for a region that has the potential for the development and deep penetration of the digital segment, these processes should be recorded in the territory`s memory in all the above codes simultaneously. The author’s methodological toolkit, developed based on the code-based methodology, allowed us to identify digitalization of the Russian territories and identify five groups of regions according to the level of society`s digitalization. The study made it possible to draw conclusions about the significant differentiation of the level of digitalization in various regions of Russia, as well as dynamic changes occurring in them. The study presents the author`s conclusions about the potential for the implementation of the state Strategy for the development of information society in various regions of the country and the possibility of ensuring the development of the digital economy in the Russian Federation not only in the federal center.
