The task of the article is to identify the problems in the social sphere of the region, as well as to search for the best tools of the regional social policy in terms of economic instability using the example of the Nizhniy Novgorod region. The analysis of a number of indicators in the socio-economic development of the Nizhny Novgorod region shows the presence of negative trends caused by the reduction of financing in the social sphere, as well as the lack of involvement of businesses in solving social problems. The expert survey revealed key problems in the social sphere of the Nizhny Novgorod region: low living standards, a high social burden on the regional budget and a negative population growth. While solving these problems, it is proposed to use opportunities of the social and public-private partnership as much as possible that will not only reduce social tensions and create conditions for the improvement of living standards of the population, but also ensure a reduction of the social burden on the regional budget.
