TRANSFER MECHANISM AS A PRECONDITION FOR BUDGET STRATEGY COORDINATION WITH PRIORITIES OF LONG-TERM REGION DEVELOPMENT
The article deals with the package plan involving enhancement methods of financial help distribution for the benefit of municipal formations from the regional budget from the practical realization perspective using "economic fairness" principle and positive connection of the suggested transfer system with territories economic development rate. Main trends of transfer mechanism conceptual modeling as a key precondition for budget strategy integration into social and economic development management system in the region in the framework of regional spatial priorities realization are determined.
