GOVERNMENTAL AND PRIVATE PARTNERSHIP AS AN IMPLEMENTATION MECHANISM OF TRANSPORTATIONAL AND LOGISTIC CENTRES IN THE RUSSIAN FEDERATION (ON THE EXAMPLE OF RAILWAY TRANSPORT)
The article deals with the issues of governmental and private partnership development as effective means of achieving the most balanced partnership between the bodies of state power and private companies in order to reach the quality of services. The author, by analyzing foreign and national experience, determined that such forms of governmental and private partnership as concessions, joint financing investment projects, provision of investment preferences by the state, social and entrepreneurial corporations are used. Thus, the mechanism suitable for the Russian Federation railway transport is offered.
