Management models of urban agglomeration

Agglomerations consist of a group of settlements; agglomeration is constantly expanding, absorbing the new resettlement objects. Questions about governance models of agglomeration are going to rise. Should the elimination of municipal authorities be in favor of the government of urban agglomeration or there are some other ways? The article presents the development of basic solutions to this issue as an example of agglomerations of Russia and the world.
